Africa's Power Infrastructure

Africa's Power Infrastructure: Investment, Integration, Efficiency is based on the most extensive data collection exercise ever undertaken on infrastructure in Africa: the Africa Country Infrastructure Country Diagnostic (AICD). Data from this study have provided new insights on the extent of a power crisis in the region, characterized by insufficient capacity, low electricity connection rates, high costs, and poor reliabilityùand on what can be done about it. The continent faces an annual power sector financing gap of about $21 billion, with much of the existing spending channeled to maintain and operate high-cost power systems, leaving little for the huge investments needed to provide a l...

Africa's Water and Sanitation Infrastructure

Africa's Water and Sanitation InfrastructureùAccess, Affordability, and Alternatives integrates a wealth of primary and secondary information to present a quantitative snapshot of the state of the WSS sectors in Africa. It explains the sectoral institutional structures and utility performance and articulates the volume and quality of financing available over time. The authors also evaluate the challenges to the WSS sectors and explore the factors that govern the expansion of coverage over time. Finally, the authors estimate spending needs for WSS, arriving at a funding gap for meeting the MDGs. The proposed directions for the future draw on lessons learned from best practices and present the menu of choices available to African countries, bearing in mind that the challenges differ to a significant extent among countries and solutions must be tailored to national or regional conditions. --Book Jacket.

Poverty and Social Impact Analysis of Reforms

"Poverty and Social Impact Analysis (PSIA) is an approach used increasingly by governments, civil society organizations, the World Bank, and other development partners to examine the distributional impacts of policy reforms on the well-being of different stakeholders groups, particularly the poor and vulnerable. PSIA has an important role in the elaboration and implementation of poverty reduction strategies in developing countries because it promotes evidence-based policy choices and fosters debate on policy reform options. Poverty and Social Impact Analysis of Reforms presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applie...

Land Reform and Farm Restructuring in Transition Countries

In the past fifteen years, most countries of Central and Eastern Europe and the Commonwealth of Independent States have shifted from predominantly collective to more individualized agriculture. These years also have witnessed the largest fall in agricultural production, yields, and rural employment on record, while the deterioration and dissolution of collective and state farms have been accompanied by a significant drop in rural public services. Land Reform and Farm Restructuring provides a structured and comparative review of important aspects of land reform and documents important differences in policies between countries to examine why the reforms have not yet lived up to their potential. It is based on data from farm and household surveys and interviews conducted in 2003 and 2004. Case studies from Bulgaria, Moldova, Azerbaijan, and Kazakhstan - countries that have had particular difficulties in land reform, farm restructuring, farm performance, or rural poverty - each highlight a central conundrum about land reform and farm restructuring. The paper concludes with some implications for policy.

Measuring Financial Performance in Infrastructure

Unintentional implicit subsidies (hidden costs) to public utilities can be considered an illegitimate claim on public resources. This paper examines the role and sources of hidden costs in the energy and water sectors in the Europe and Central Asia (ECA) region. It reviews available data and introduces a model-the Hidden Costs Calculator-that can be used to quantify the burden on governments of infrastructure policy and implementation decisions. This simple-to-apply model provides insight into three key components of hidden costs that affect infrastructure-poor bill collection rates, excessive losses due to inefficient operations or theft from the networks, and tariffs set below cost-recover...

People and Power

Empirical insights on household behavior and electricity consumption patterns in this book reveal that, in Europe and Central Asia, the erosion of tariff based subsidies has disproportionately affected the poor, while direct transfers through social benefit systems have often been inadequately targeted. The book suggests alternative strategies for achieving cost-recovery in the electricity sector in a socially and politically acceptable manner, providing lessons that are equally relevant for other utilities and regions.
