What does the study of local water reveal about the state? And what does the study of the state reveal about local water? This thesis explores these questions through an account of the recent history of Barranquilla, the main city of the Colombian Caribbean. The story starts in the 1980s, when major water reforms were undertaken at the local and national levels, and finishes in the start of the present decade. Today, frequent water cuts are common in underprivileged neighbourhoods and the population systematically complains about water's high prices and frequent cuts. I bring together scholarship from political ecology, infrastructure studies, and the anthropology of the state in order to fo...

Routledge Handbook of Gender and Water Governance

This handbook provides a comprehensive overview of the field of gender and water governance, exploring how the use, management and knowledge of water resources, services and the water environment are deeply gendered. In water there is a recognized gender gap between water responsibilities and water rights and bridging this gap is likely to help achieve not just goals of equity but also those of sustainability. Building on a rich legacy of feminist water scholarship, the Routledge Handbook of Gender and Water Governance is a collection of reflections and studies that can be used as a prismatic lens into a thriving and ever proliferating array of feminist water studies. It provides a clear tes...

The covert interplay between violence and economies has long eluded public scrutiny, remaining a neglected topic in academic and policy circles alike. Amidst the proclamation of the “liberal peace”, democratic nations in the 90s sidestepped discussions on violent influences within their borders. Yet, the repercussions of economic violence, spanning psychological trauma to societal upheaval, persist globally. Beyond preconceived ideas limiting violence to geographic areas and certain political regimes, identifying the profiteers and veiled beneficiaries of such systems is paramount. This understanding is crucial in dismantling the undemocratic underpinnings of economies of violence, fostering a path towards equity and peace. Contributors are Arturo Alvarado, Alain Bauer, Clotilde Champeyrache, Julien Dechanet, Nazia Hussain, David Izadifar, Louise Shelley, and Guillaume Soto-Mayor.

This book examines Nile water security through the morphology of the river: it uses the always changing form of the river as a theoretical and empirical device to map and understand how infrastructures and discourses dynamically interact with the Nile. By bringing a history of two centuries of dam development on the Nile in relation with the drainage of a hill slope in Ethiopia on the one hand and irrigation reform in Sudan on the other, the author shows how the scales, units and ‘populations’ figuring in projects to securitize the river emerge through the rearrangement of its water and sediments. The analysis of ‘Making water security’ is more than yet another story of how modern pr...

This republished Special Issue highlights recent and emergent concepts and approaches to water governance that re-centers the political in relation to water-related decision making, use, and management. To do so at once is to focus on diverse ontologies, meanings and values of water, and related contestations regarding its use, or its importance for livelihoods, identity, or place-making. Building on insights from science and technology studies, feminist, and postcolonial approaches, we engage broadly with the ways that water-related decision making is often depoliticized and evacuated of political content or meaning—and to what effect. Key themes that emerged from the contributions include the politics of water infrastructure and insecurity; participatory politics and multi-scalar governance dynamics; politics related to emergent technologies of water (bottled or packaged water, and water desalination); and Indigenous water governance.

This book explores how conflicts around access to water shape cities, citizenship and infrastructures by tracing how water is commodified and controlled by the Public Enterprises of Medellín (EPM), one of the most successful publicly owned utility companies in the global South. Why are water inequalities dramatically increasing in Medellín, a city that is located in an area of bountiful water resources and owns a successful, established utility company? This book explains this paradoxical situation by weaving together two central threads. The first is a critical historical analysis of the political, economic and ecological conditions that enabled the city’s utility company to grow and ex...

This book works to build trust, consensus, and capacity to enhance understanding through a water conflict management framework designed to bolster collaborative skills. Built on case-studies analysis and hands-on real-life applications, it addresses issues of water insecurity of marginalized systems and communities, global water viability, institutional resilience, and the inclusion of faith-based traditions for climate action. The authors assess the complexities of climate challenges and explain how to create sustainable, effective, and efficient water approaches for an improved ecological and socioeconomic future within the UN's Sustainable Development Goals.
