La réforme du secteur de la sécurité dans les contextes de transition constitutionnelle
La réforme du secteur de la sécurité, le passage à la démocratie et la réforme constitutionnelle sont intrinsèquement liés. Le processus d’élaboration d’une constitution peut donc être un forum de négociation important pour redéfinir les relations entre les institutions civiles et celles du secteur de la sécurité. Ce document d’orientation entend soutenir conseillers et décideurs dans la gestion de ces transitions complexes. Il analyse la relation entre les processus de réforme du secteur de la sécurité (RSS) et de réforme constitutionnelle. Bien que les RSS et l’élaboration de constitutions soient considérées comme des questions distinctes, elles sont étroitement liées dans la pratique. La réussite d’une transition vers une démocratie constitutionnelle est tributaire d’une gestion adéquate des questions liées au secteur de la sécurité. Les processus de réforme constitutionnelle et de RSS se recoupent lors de la transition d’un régime militaire, d’une guerre civile ou d’un régime autoritaire vers la démocratie.
