Le processus d’élaboration d’une constitution peut donc être un forum de négociation important pour redéfinir les relations entre les institutions civiles et celles du secteur de la sécurité. Ce document d’orientation entend soutenir conseillers et décideurs dans la gestion de ces transitions complexes. Il analyse la relation entre les processus de réforme du secteur de la sécurité (RSS) et de réforme constitutionnelle. Bien que les RSS et l’élaboration de constitutions soient considérées comme des questions distinctes, elles sont étroitement liées dans la pratique.
