This report explores how the Dutch government could strengthen the resilience of the Dutch agro-food system and mitigate risks to the supply of critical raw material imports.
One of the major knowledge challenges in the domain of Resilient and Sustainable Food Systems refers to the integration of perspectives on consumption, patterns that support public health, inclusive value chains, and environmentally sustainable food production. While there is a long record of the analysis of separate interventions, this special issue generates integrated insights, provides cross-cutting perspectives, and outlines practical and policy solutions that address these global challenges.
Taking a food systems approach is a promising strategy for improving diets. Implementing such an approach would require the use of a comprehensive set of metrics to characterize food systems, set meaningful goals, track food systems performance, and evaluate the impacts of food systems interventions. Food systems metrics are also useful to structure debates and communicate to policy makers and the general public. This paper provides an updated analytical framework of food systems and uses this to systematically identify relevant metrics and indicators based on data availability in low- and middle-income countries (LMICs). The list of indicators partly overlaps with the Sustainable Development Goals (SDG) indicators, but these do not cover all aspects of the food system. We conclude that public data are relatively available on food systems drivers and outcomes, and on some, but not all, of the activities. Food systems are both a major contributor to global greenhouse gas emissions and are strongly impacted by climate change and weather extremes. Solutions to deliver net-zero food systems, therefore, need to take climate impacts, adaptation, and resilience into account in order to ensure they are appropriate in a changing climate and do not conflict with adaptation goals. In a similar way, adaptation options for the food system must consider potential trade-offs, consequences, and synergies with net-zero and other objectives such as the Sustainable Development Goals. Solutions for net-zero, climate-resilient food systems will therefore require systematic, interdisciplinary approaches across academia, governments, business, NGOs, and the public.
