This volume presents eighteen case studies of natural disasters from Australia, Europe, North America and developing countries. By comparing the impacts, it seeks to identify what moves people to adapt, which adaptive activities succeed and which fail, and the underlying reasons, and the factors that determine when adaptation is required and when simply bearing the impact may be the more appropriate response. Much has been written about the theory of adaptation and high-level, especially international, policy responses to climate change. Adaptation is a process by which individuals, communities and countries seek to cope with the consequences of climate change. The process of adaptation is not new; the idea of incorporating future climate risk into policy-making is. While our understanding of climate change and its potential impacts has become clearer, the availability of practical guidance on adaptation has not kept pace. The development of the Adaptation Policy Framework (APF) is intended to help provide the rapidly evolving process of adaptation policy-making with a much-needed roadmap. Ultimately, the purpose of the APF is to support adaptation processes to protect - and enhance - human well-being in the face of climate change. The Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) has presented strong evidence that human-induced climate change is occurring and that all countries of the world will be affected and need to adapt to impacts. The IPCC points out that many developing countries are particularly vulnerable because of their relatively low adaptive capacity. In 2009 the US House of Representatives passed legislation requiring reductions in greenhouse gas emissions by 18 percent over the coming decade. Later that year, President Obama went to Copenhagen to sign a treaty requiring reductions by 50 percent over a two-decade period.
