Of the many direct and indirect methods for road use, the key alternatives for reducing road congestion are (1) cordon pricing using manual tollbooths, (2) supplementary vehicle licensing, (3) automatic vehicle identification, and (4) smart card technology.
This paper presents a picture of the use of demand management as an indispensable tool in transport for urban development based on the case study of Hong Kong. The main message is that the most effective and sustainable way of tackling urban transportation problems is with a combination of transportation demand management measures and positive supply measures.
