Climate Change and Disaster Risk Management
There has been some degree of reluctance in the past to consider disaster risk management within the mainstream of adaptation to climate variability and climate change. However, there is now wide recognition of the need to incorporate disaster risk management concerns in dealing with such phenomena. There is also a growing awareness of the necessity for a multi-sectoral approach in managing the effects of climate variability and climate change, since this can lead to a significant reduction of risk. This book presents the latest findings from scientific research on climate variation, climate change and their links with disaster risk management. It showcases projects and other initiatives in this field that are being undertaken in both industrialised and developing countries, by universities and scientific institutions, government bodies, national and international agencies, NGOs and other stakeholders. How and why does Denmark have one of the richest, most equal, and happiest societies in the world today? Historians have often pointed to developments from the late nineteenth century, when small peasant farmers worked together through agricultural cooperatives, whose exports of butter and bacon rapidly gained a strong foothold on the British market. This book presents a radical retelling of this story, placing (largely German-speaking) landed elites—rather than the Danish peasantry—at center stage. After acquiring estates in Denmark, these elites imported and adapted new practices from outside the kingdom, thus embarking on an ambitious program of agricultural reform and sparking a chain of events that eventually led to the emergence of Denmark’s famous peasant cooperatives in 1882. A Land of Milk and Butter presents a new interpretation of the origin of these cooperatives with striking implications for developing countries today.

China faces the challenge of upgrading and expanding its infrastructure facilities to keep pace with the countrys unparalleled growth rate so that economic development will not be jeopardized by infrastructure-related constraints. Increasingly, governments in emerging market economies such as China are looking to domestic markets to help fund these massive infrastructure requirements while developing appropriate investment strategies to maintain long-term external capital flows to targeted infrastructure sectors. This paper draws on the experiences of industrial and developing countries with capital market financing of domestic infrastructure projects and discusses the applicability of such experience to China. It outlines the enabling conditions and institutions critical to the growth of local capital markets and their role as providers of infrastructure finance. The paper also describes other mechanisms, including guarantees and development funds, that can be used to mitigate risks for investors and analyzes Chinas capital markets and current state of infrastructure finance.
