Das Ende des Ost-West-Konflikts hat zu einem fundamentalen Wandel des Internationalen Systems geführt. In den sozialistischen Staaten fanden tiefgreifende politische und wirtschaftliche Transformationsprozesse in Richtung Demokratie und Marktwirtschaft statt. Diese Situation weckte zunächst Hoffnungen auf eine Friedensdividende. Mittlerweile dominieren jedoch Begriffe wie ‚neue’ Kriege, Terrorismus und militärische Interventionen. Kriege auf dem Balkan, im Irak oder in Afghanistan lassen Zweifel an einem friedlichen Europa und friedlicheren internationalen Beziehungen aufkommen. Damit ist die internationale Gemeinschaft – aber auch die Europäische Union als die Zivilmacht Europa – zunehmend gefordert, auf die aktuellen Krisenherde und Konflikte eine Antwort zu finden. Angesichts dieser Situation soll die Ambivalenz gegenwärtiger Friedenspolitik mit ihren Problemen, Herausforderungen und Perspektiven näher in den Blick genommen und einer kritischen Analyse unterzogen werden.

It is separated into parts covering Europe's values, intellectual traditions, and institutions, as well as examinations of European countries and regions. A diverse group of leading scholars and practitioners of international law are led by three overarching focus points: the success and failures of the pacifying effect of international law, the diversity of international legal experiences and traditions within Europe, and the impact of European ideas on international law globally.
