Le présent mémoire prétend étudier la mise en œuvre de la paix en Colombie par les Nations Unies. Pour ce faire, une introduction historique aux acteurs du conflit colombien est d'abord présentée. Ce chapitre introductif montrera, dès le début, que le processus de paix qui a eu lieu n'était pas simplement une négociation de paix entre un État souverain et immaculé et une guérilla qui s'est rebellée contre celui-ci, mais une négociation entre deux acteurs actifs du conflit armé. De la même manière, cette introduction permettra de préciser que l'Accord de paix a été conclu non pas entre le gouvernement colombien et la guérilla mais entre le gouvernement colombien et une des guérillas. Ensuite, la nature juridique de l'instrument instituant la paix en Colombie, l'Accord de paix, va être établie après avoir déterminé le statut juridique de chacune des parties à l'Accord, notamment celui des FARC-EP. Enfin, la fonction accomplie par les Nations Unies dans l'implémentation de l'Accord de paix sera déterminée, ainsi que l'étude approfondie des mandats de chacune des Missions.

In 1953 young surgeon Robert H. Ruby began work as the chief medical officer at the hospital on the Pine Ridge Indian Reservation in South Dakota. He began writing almost daily to his sister, describing the Oglala Lakota people he served, his Bureau of Indian Affairs colleagues, and day-to-day life on the reservation. Ruby and his wife were active in the social life of the non-white community, which allowed Ruby, also a self-trained ethnographer, to write in detail about the Oglala Lakota people and their culture, covering topics such as religion, art, traditions, and values. His frank and personal depiction of conditions he encountered on the reservation examines poverty, alcoholism, the educational system, and employment conditions and opportunities. Ruby also wrote critically of the Bureau of Indian Affairs, describing the bureaucracy that made it difficult for him to do his job and kept his hospital permanently understaffed and undersupplied.
