In zijn oratie betoogt Huysmans dat de normatieve grondslagen van het bibliotheekwerk - met name het bieden van vrije toegang tot een pluriform en kwalitatief hoogstaand informatief en cultureel aanbod - ook in het internettijdperk actueel zullen blijven.
