Governance - Regieren in komplexen Regelsystemen
Governance: Ein Modebegriff oder ein sinnvolles wissenschaftliches Konzept? Das Buch erläutert das Konzept in unterschiedlichen Diskussionszusammenhängen und begründet seine Relevanz. Der Begriff "Governance" umschreibt neue Formen gesellschaftlicher, ökonomischer und politischer Regulierung, Koordinierung und Steuerung in komplexen institutionellen Strukturen, in denen meistens staatliche und private Akteure zusammenwirken. Mit ihm werden Veränderungen in der Herrschaftspraxis des modernen Staates, neue Formen der internationalen Politik sowie der Wandel von Organisationsformen und Interorganisationsbeziehungen in der öffentlichen Verwaltung, in Verbänden, in Unternehmen, in Märkten und in Regionen bezeichnet. Die Beiträge stellen den Governance-Begriff und die damit verbundenen Diskussionen und Fragestellungen für unterschiedliche Anwendungsfelder dar. Sie geben damit eine Einführung in ein wichtiges sozialwissenschaftliches Konzept und tragen dazu bei, dessen Konturen zu klären.
Ethics and Accountability in a Context of Governance and New Public Management
Ethics and accountability have become important themes for modern government, as in most of the countries there is a severe crisis of legitimacy. Increasingly there is a feeling that performance management alone will not solve this crisis. Citizens also expect from politicians and public servants ethical responsible conduct. As to the ethics, however, there is a problem. Governance and new public management have raised new problems which cannot be solved by referring to the traditional bureaucratic ethics. Devolution and decentralisation processes have enhanced the responsibility of public servants. The increase of transparency and openness and the service orientation of public organisations have challenged the traditional values of discretion and equality before the rule. The growing interaction between the public and the private sector have raised the question of integrity. In light of these developments, it is important to update the ethical system, or reversibly, the traditional values of the public service can question some actual evolutions in government.

On Track Or Off The Rails?
In order to achieve a transition from a transport system centred on the individual car to one centred on (electrified) rail a new focus in infrastructure planning is needed. The preparation of project proposals for the Federal Transport Infrastructure Plan 2030 on the sub-national level in Germany provides an opportunity to study decision-making processes in ministries and compare their respective results in this respect. Using document analysis, expert interviews, qualitative content analysis as well as QCA, this thesis in political science analyses how decision-making processes within bureaucracies impact the decision output in transport infrastructure planning. It contributes to the discussion on bureaucracy-politics interactions that is relevant beyond the German case. One result is that ministries tend to use complex decision-making processes for topics deemed salient as long as the available capacity permits it. Consequently, in order to conduct legitimacy-enhancing steps – such as public participation – a well-funded bureaucracy is indispensable.
