This new book is the first full account, inside or outside government, of China’s efforts to acquire foreign technology. Based on primary sources and meticulously researched, the book lays bare China’s efforts to prosper technologically through others' achievements. For decades, China has operated an elaborate system to spot foreign technologies, acquire them by all conceivable means, and convert them into weapons and competitive goods—without compensating the owners. The director of the US National Security Agency recently called it "the greatest transfer of wealth in history." Written by two of America's leading government analysts and an expert on Chinese cyber networks, this book d...

Scientists' Impact on Decision-making

With the increasing influence of science and technology (S&T) on socioeconomic life and public affairs, there has been a growing demand for S&T expertise in today's public decision-making. The National High Technology Research and Development Program (863 Program), involving hundreds of S&T experts, marked the beginning of a new journey for China's high-tech development. This book discusses China's S&T decision-making mechanism, with the 863 Program as the central case and scientist' influence on public decision-making as the focus. More importantly, it extracts three key elements to analyze the determinative factors behind that influence — knowledge, value and institutions, and proposed a KIV framework of macro-analysis. The KIV, being the first framework to generalize factors that could affect scientists' influence on public decision-making, is of both theoretical significance and innovative value. In addition, by finding out those factors, this book attempts to create a decision-making environment conducive to scientists' contribution of their knowledge.

China’s Strategy in Space

This book addresses why China is going into space and provides up- to-date information on all aspects of the Chinese Space Program in terms of launch vehicles, launch sites and infrastructure, crew vehicles for space exploration, satellite applications and scientific exploration capabilities. Beyond mere capabilities, it is important to understand how Chinese aerospace leaders think, how they make decisions, and what their ultimate goal is during their space endeavors. What are Chinese intentions in space? To what extent does culture and ethics influence Chinese strategic decision-making within the highest levels of the aerospace industrial complex? This book examines these questions and offers four potential scenarios on where the Chinese space program is headed based on this new perspective of understanding China’s space goals. This book is not only required reading for policy makers and military leaders in the US government, but also for the general population, students, and professionals interested in truly understanding the reasons behind what the Chinese are doing in space.

Mr. Science and Chairman Mao's Cultural Revolution

China is emerging as a new superpower in science and technology, reflected in the success of its spacecraft and high-velocity Maglev trains. While many seek to understand the rise of China as a technologically-based power, the Cultural Revolution of the 1960s may seem an unlikely era to explore for these insights. Despite the widespread verdict of the Great Proletarian Cultural Revolution as an unmitigated disaster for China, a number of recent scholars have called for re-examining Maoist science--both in China and in the West. At one time Western observers found much to admire in Chairman Mao's mass science, his egalitarian effort to take science out of the ivory tower and place it in the h...
