Hukum Tata Negara merupakan sekumpulan peraturan baik tertulis (perundang-undangan) maupun tidak tertulis (kebiasaan/konvensi) yang mengatur organisasi kekuasaan yang disebut negara. Hukum Tata Negara adalah hukum yang mengatur organisasi kekuasaan yang disebut negara beserta seluk beluk didalamnya. Buku ajar ini dirancang sebagai panduan komprehensif untuk memahami nilai-nilai dasar Hukum Tata Negara mulai bentuk negara yang dikehendaki, tata cara pembentukan alat-alat pemegang kekuasaan, wewenang, tugas, fungsi, kewajiban dan tanggungjawab masing-masing alat perlengkapan negara, hubungan antar alat perlengkapan negara baik ecara vertical dan horizontal, serta hubungan antara organisasi kekuasaan negara negara dengan warganegara dan hak asasi manusia.
