Combating Terrorism

The U.S. gov¿t. considers the Kingdom of Saudi Arabia a vital partner in combating terrorism. The strong diplomatic relationship between the U.S. and Saudi Arabia, founded more than 70 years ago, was strained by the Al Qaeda attacks of September 11, 2001, that were carried out in large part by Saudi nationals and killed thousands of U.S. citizens. This report examined: (1) the U.S. gov¿t. strategy to collaborate with and assist the Kingdom of Saudi Arabia to counter terrorism and terrorism financing; and (2) U.S. gov¿t. agencies' assessment of and the Saudi government's views on progress toward the goals of this strategy. It analyzed relevant U.S. and Saudi strategy, planning, and evaluation documents related to efforts since 2005. Illustrations.

From FY 1994-2009, the DoD separated over 13,000 active military servicemembers under its homosexual conduct policy. These separations represent about 0.37% of the 3.6 million members separated for all reasons. In 2005, a report was issued on the number of separated servicemembers under DoD's homosexual conduct policy who held critical skills from FY 1994 through 2003. This report examined data from FY 2004 through 2009 to determine: (1) the extent to which the policy has resulted in the separation of servicemembers with skills in critical occupations and important foreign languages; and (2) the services' costs for certain activities associated with administering the policy. Whistleblowers help guard the federal government against waste, fraud, and abuse. The Military Whistleblower Protection Act provides servicemembers with a means to seek relief from reprisals and to hold subjects accountable. This report determined the extent to which the Department of Defense (DoD) has: (1) satisfied statutory timeliness requirements for processing military whistleblower reprisal cases; (2) established and implemented oversight mechanisms for its process; and (3) taken corrective action in cases where the DoD Inspector General substantiated reprisal claims. The report also analyzed case characteristics. Charts and tables. This is a print on demand edition of an important, hard-to-find report.

The Army, Navy, and Air Force are responsible for about $78 billion of the Department of Defense's (DOD's) $98 billion in secondary item inventory, such as spare parts needed to maintain military equipment. GAO identified DOD supply chain management as a high-risk area due in part to ineffective and inefficient inventory management practices that have contributed to high levels of excess inventory. DOD established goals to reduce the percentages of both on-hand and on-order excess inventory. This report assessed the extent to which the services have reduced on-hand and on-order excess inventory consistent with DOD goals; balanced the timely availability of spare parts with supply chain costs in their inventory management metrics; and implemented and monitored key improvement efforts. Tables and figures. This is a print on demand report.
