Public Policy, Governance and Polarization

Public Policy, Governance and Polarization

Polarization is widely diagnosed as a major cause of the decline of evidence-based policy making and public engagement-based styles of policy making. It creates an environment where hardened partisan viewpoints on major policy questions are less amenable to negotiation, compromise or change. Polarization is not a temporary situation – it is the “new normal.” Public Policy, Governance and Polarization seeks to provide a theoretical foundation for scholars and policy makers who need to understand the powerful and often disruptive forces that have arisen in Europe and North America over the past decade. Academics and practitioners need to better understand this growing trend and to find ways in which it may be managed so that policy solutions to these threats may be developed and implemented. Researchers and future policymakers in fields such as public administration, public management and public policy need to recognise how institutional design, corporatist interest group systems and different pedagogical approaches may help them understand, discuss and work beyond policy polarization. Edited by two leading political science scholars, this book aims to begin that process.

Basumati is forced to choose between her traditional role as a housewife, and her responsibility towards the Panchayat that is accidentally thrust upon her. After spending her life as a spinster and devoting her life to work, Sister D’Souza is drawn to the warmth of family relationships, but for how long? Lallan is seduced by her enhanced standing in the village, only to realize it is taking her away from her real calling and work. Savitri lives an imaginary life as the famous courtesan Rai Praveen in her dreams, but when she plays her role in reality to save her village, she has to face rebuke and rejection. In her short stories- ten of which are collected in this volume- she writes about the dilemmas, conflicts, joys, sorrows, dreams, hopes, and anxieties that women face throughout their lives. Her protagonists are ordinary women living in villages and small towns, who have to negotiate an extraordinary maze of challenges and opposition from the traditional mores of the society, but never let go of their hopes, aspirations, and desires.

The Transparency Paradox

  • Categories: Law

Transparency has become a new norm. States, international organizations, and even private businesses have sought to bolster their legitimacy by invoking transparency in their activities. This growth in popularity was made possible through two interconnected trends: the idea that transparency is inherently good, and that the actual meaning of the term is becoming harder and harder to pin down. Thus far, this has remained undertheorized. The Transparency Paradox is an insightful account of the hidden logic of the ideal of transparency and its legal manifestations. It shows how transparency is a covertly conflicted ideal. The book argues that counter to popular understanding, truth and legitimacy cannot but form a problematic trade-off in transparency practices.
