In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses wh...

The palm oil sector has been targeted by NGOs for its alleged negative environmental and social impacts. In this regard Indonesia represents a major challenge because it is home to some of the largest tropical forests in the world. A recent wave of corporate sustainability commitments peaked with the New York Declaration on Forests in September 2014, which emerged amidst the development of other standards and initiatives toward sustainable palm oil production. This process has made this field very complex, especially in Indonesia. The present study aims at clarifying the positions taken by the various stakeholders and assesses the level of political support and the functioning of policy netw...

Analysis and case studies of emerging forms of private, public, and hybrid social and environmental governance. The effects of globalization on governance are complex and uncertain. As markets integrate, governments have become increasingly hesitant to enforce regulations inside their own jurisdictions. At the same time, multilateralism has proven unsuccessful in coordinating states' responses to global challenges. In this book, Lena Partzsch describes alternatives to multilateralism, offering analyses and case studies of emerging—alternative—forms of private, public, and hybrid social and environmental regulation. In doing so, she offers a unique overview of cutting-edge approaches to g...

Troubled Transit

Troubled Transit considers the situation of asylum seekers stuck in limbo in Indonesia from a number of perspectives. It presents not only the narratives of many transit migrants but also the perceptions of Indonesian authorities and of representatives of international and non-government organizations responsible for the care of transiting asylum seekers. Fascinated by the extraordinary and seemingly limitless resilience shown by asylum seekers during their often lengthy and dangerous journeys, the author highlights one particular fragment of their journeys - their time in Indonesia, which many expect to be the last stepping stone to a new life. While they long for their new life to unfold, ...

Oil palm plantations can be a significant contributor to rural livelihoods in Indonesia. The government seeks to capitalize on this commodity and strengthen Indonesia’s position as the global leader in palm oil production by expanding plantation estates. As the land for new plantation investment in Kalimantan and Sumatra becomes scarce, plantation developers are looking east to acquire land in Papua Province. The rising interest in oil palm plantations in Papua presents potential opportunities but also poses challenges.

The Indonesian Timber Legality Verification System (SVLK) is the cornerstone of the Voluntary Partnership Agreement between Indonesia and the European Commission, which offers opportunities for Indonesian timber producers to benefit from increased market access to a major eco-sensitive market. Significant progress has been made in the application of SVLK standards among large forestry enterprises and the prospects are good that full compliance can be achieved in the large-scale sector by the end of 2014.

Out of Business and On Budget

A Brookings Institution Press and U.S.-Indonesian Society publication Indonesia has the fourth largest total population and the largest Muslim population of any nation on earth. Indonesia's transition to democracy, thus, is critically important at a time when the West's relationship with much of the Muslim world is problematic and the push for greater democracy worldwide is a U.S. priority. A major impediment to democracy in Indonesia and several other nations is a military establishment that is not financially accountable to civilian leaders and thus nearly impossible to control. This new study examines what is necessary to bring the Indonesian military "on-budget"—what policies are requi...
