The majority of the world’s children live in countries where local governments are responsible for the provision of basic education services. Although subnational governments manage their own education systems, they often rely on transfers from the central government for funding. The main purpose of this study is to assess how these fiscal transfers affect public funding for education and how they ultimately affect student schooling and learning outcomes. At the beginning of the twentieth century psychologists discovered ways and means to measure intelligence that developed into an obsession with IQ. In the mid 1990's, Daniel Goleman popularised research into emotional intelligence, EQ, pointing out that EQ is a basic requirement for the appropriate use of IQ. In this century, there is enough collective evidence from psychology, neurology, anthropology and cognitive science to show us that there is a third 'Q', 'SQ' or Spiritual Intelligence. SQ is uniquely human and, the authors argue, the most fundamental intelligence. SQ is what we use to develop our longing and capacity for meaning, vision and value. It allows us to dream and to strive. It underlies the things we believe in, and the role our beliefs and values play in the actions that we take and the way we shape our lives.
This is the first in-depth study in English of the import and impact of ecstatic utterances (shathiyat) in classical Islamic mysticism. It makes available an important body of mystical aphorisms and reveals not only the significance of these sayings in the Sufi tradition, but also explains their controversial impact on Islamic law and society. This study descrives the development and interpretation of shathiyat in classical Sufism and analyzes the principal themes and rhetorical styles of these sayings, using as a basis the authoritative Commentary on Ecstatic Sayings by Ruzbihan Baqli of Shiraz. The special topic of mystical faith and infidelity receives particular emphasis as a type of ecstatic expression that self-reflectively meditates on the inadequacy of language to describe mystical experience. The social impact of ecstatic sayings is clarified by an analysis of the political causes of Sufi heresy trials (Nuri, Hallaj, and 'Ayn al-Qudat) and the later elaboration of Sufi martyrologies. This study also examines the attitudes of Islamic legal scholars toward shathiyat, and concludes with a comparison of Sufi ecstatic expressions with other types of inspired speech.

First published in 1998. The following essays conclude a series of five, which fall into two groups and are therefore published in separate volumes. While mysticism, save for a few casual references, found no place in the studies on the Lubdbu 'l-Albdb of 'Awff and the Luzumiyydt of Abu '1-'Ala al-Ma'arri, in these now brought together it has taken entire possession of the field. Ibnu 'l-Farid, indeed, is an exquisite poet; and the picture of Abu Sa'id ibn Abi '1-Khayr, drawn by pious faith and coloured with legendary romance, may be looked upon as a work of art in its way. But on the whole the literary interest of the present volume is subordinate to the religious and philosophical. The author has tried to make the reader acquainted with three Sufis famous in the East and worthy of being known in Europe.
