Overcoming Isolationism

This book asks why, in the wake of the Cold War, Japan suddenly reversed years of steadfast opposition to security cooperation with its neighbors. Long isolated and opposed to multilateral agreements, Japan proposed East Asia's first multilateral security forum in the early 1990s, emerging as a regional leader. Overcoming Isolationism explores what led to this surprising about-face and offers a corrective to the misperception that Japan's security strategy is reactive to US pressure and unresponsive to its neighbors. Paul Midford draws on newly released official documents and extensive interviews to reveal a quarter century of Japanese leadership in promoting regional security cooperation. He demonstrates that Japan has a much more nuanced relationship with its neighbors and has played a more significant leadership role in shaping East Asian security than has previously been recognized.

This volume analyzes the concerns that must be addressed if Asia-Pacific Economic Cooperation (APEC) is to be a viable component of the post-Cold War international order, such as what the future role of the USA who made Asia's transformation possible since 1945, is as a leader in that region. The economic analysis of legal and regulatory issues need not be limited to the neoclassical economic approach. The expert contributors to this work employ a variety of heterodox legal-economic theories to address a broad range of legal issues. They demonstrate how these various approaches can lead to very different conclusions concerning the role of the law and legal intervention in a wide array of con...

International perspectives on how the United States should wield its power as the world's sole superpower. The United States is the only superpower in the world today. Although the media are filled with prescriptions for how Washington might best wield its power, rarely are other countries asked what role they would like the United States to play. In What Does the World Want from America?, writers from twelve countries or regions (Brazil, China, the European Union, France, Germany, India, Iran, Israel, Japan, Russia, Singapore, and South Africa) answer the question, "In an ideal world, what role would you want the United States to perform with your country and region?" Four analysts from the United States then respond, addressing the extent to which overseas opinion should be incorporated into the formulation and conduct of United States foreign policy and recommending what the United States should attempt to do in the world, particularly after the horrific attacks of September 11. What Does the World Want from America? serves as a starting point for analysis of the US role in the world and the ends to which US power might be used.

Japan seeks economic competitiveness vis-a-vis the West and economic dominance in Asia, but it mainly competes through cooperative use of economic resources, which facilitates realization of the goals of partner nations. This book studies Japan's balance between the United States and East Asia by focusing on the use of economic power - defense spending, consumption, and investment - to advance Japan's political and strategic as well as economic interests. It also investigates Japan's direct use of economic resources, namely, aid and sanctions, and by extension, discusses Japan's relations with the International Monetary Fund, the World Bank, and the Asian Development Bank.
