Learning-by-doing, Learning-by-exporting, and Productivity
"The empirical evidence on whether participation in export markets increases plant-level productivity has been inconclusive so far. The authors explain this inconclusiveness by drawing on Arrow's (1962) characterization of learning-by-doing, which suggests focusing on young plants and using measures of export experience rather than export participation. They find strong evidence of learning-by-exporting for young Colombian manufacturing plants between 1981 and 1991: total factor productivity increases 4-5 percent for each additional year a plant has exported, after controlling for the effect of current exports on total factor productivity. Learning-by-exporting is more important for young than for old plants and in industries that deliver a larger percentage of their exports to high-income countries. "--World Bank web site.
Financing an Inclusive and Green Future
The Asia-Pacific region has made considerable progress towards the Millennium Development Goals (MDGs), but the region is still off track on many crucial MDG indicators. This publication considers the challenges the region faces for achieving the Goals and shows that they are still within reach, given sufficient determination and financial resources. It starts by estimating the financial needs of the region for closing the gaps in achievement of the MDG targets and identifies potential sources for those funds. It also shows how Asia and the Pacific can take the lead in developing a more inclusive and development friendly financial system. Finally, the report discusses challenges -including technology and finance- for promoting growth that is inclusive and sustainable -green growth- that will help the region achieve the MDGs.
The Political Economy of Uneven Rural Development
The book shows how class relations develop and is a consequence of capitalist development of the rural non-agricultural/non-farm sector (RNFS)---seen as the dialectical relation between the forces and relations of production---as mediated by the state, which produces uneven social and spatial outcomes. Central to the framework for this book are four inter-related conceptual building blocks or themes: social relations of production, productive forces, role of the state and concrete development outcomes of capitalist production in RNFS in the context of class and non-class relations of oppressions. These four conceptual themes follow a logical sequence where each concept evolve in specific contexts within the RNFS; while connected to each other in a dialectical manner; and come together to form the central argument of the book.

Decomposing Changes in Income Inequality Into Vertical and Horizontal Redistribution and Reranking, with Applications to China and Vietnam
It is acknowledged that the lack of any systematic link between growth and income inequality does not necessarily mean that economic growth is not accompanied by major changes in the underlying income distribution. This paper employs a method devised to decompose the redistributive effect of a tax to analyze the extent to which vertical redistribution associated with changing incomes over time is offset or reinforced by horizontal redistribution and reranking. The paper uses panel data from China and Vietnam over a period when both countries grew spectacularly as they transitioned from planned to market economies, and yet experienced smaller annual percentage increases in income inequality. The results suggest that substantial amounts of horizontal redistribution and reranking in both China--and to a lesser extent Vietnam--more than offset pro-poor vertical redistribution. Without the horizontal redistribution and reranking, the Gini coefficient for China might have fallen between 1989 and 1997--substantially so.
