Los municipios son las entidades territoriales fundamentales para la construcción de legitimidad estatal. Sus múltiples funciones acercan las instituciones políticas al ciudadano, validan el orden social y político, y reconocen la autoridad de los mandatarios y las organizaciones públicas del país. En ese sentido, el Observatorio de Gobernabilidad Local se fijó como objetivo construir un indicador para dar cuenta de los niveles de gobernabilidad local. En este libro se presentan los resultados de la medición de las condiciones de gobernabilidad de los 196 municipios del Caribe colombiano, teniendo como referencia el periodo de gestión de las administraciones locales 2015-2019.

This book constitutes the proceedings of the 14th Mexican Conference on Pattern Recognition, MCPR 2022, which was held in planned to be held Ciudad Juárez, Mexico, in June 2022. Neo-extractivism in Latin America
This Element analyses the political dynamics of neo-extractivism in Latin America. It discusses the critical concepts of neo-extractivism and the commodity consensus and the various phases of socio-environmental conflict, proposing an eco-territorial approach that uncovers the escalation of extractive violence. It also presents horizontal concepts and debates theories that explore the language of Latin American socio-environmental movements, such as Buen Vivir and Derechos de la Naturaleza.
