En materia de medios de comunicación y acceso a la información, 2013 fue un año de claroscuros en Jalisco. En este periodo se combinaron hechos positivos, como la aparición de nuevas publicaciones periódicas y la discusión en torno a los cambios en ley de trasparencia y acceso a la información gubernamental; otros cuestionables, como la trasformación del Sistema Jalisciense de Radio y Televisión en un medio más oficialista, y unos más que podrían calificarse de reprobables, como las agresiones contra medios de comunicación y sus trabajadores, la reducción de la plantilla laboral de algunas empresas del sector y la eliminación de espacios ganados en favor de los lectores, como es el caso de la figura del ombudsman. En el sexto informe de Quid ITESO: Análisis crítico de medios se analizan estos y otros temas para los interesados en seguir el funcionamiento del sistema de medios de comunicación en Jalisco y así obtener un mejor panorama de su desarrollo. Transitions from authoritarian to democratic governments can provide ripe scenarios for the emergence of new, insurgent political actors and causes. During peaceful transitions, such movements may become influential political players and gain representation for previously neglected interests and sectors of the population. But for this to happen, insurgent social movements need opportunities for mobilization, success, and survival. This book looks at Mexico's Zapatista movement, and why the movement was able to mobilize sympathy and support for the indigenous agenda inside and outside of the country, yet failed to achieve their goals vis-à-vis the Mexican state.
Who shapes the European Union's policy towards Latin America? How has this EU policy modified individual member states' relations with the region? This book provides a comparative account of seven member states' bilateral links with Latin America since 1945, in the context of their EU membership and based on the concept of 'Europeanization'. It illustrates how and why the main architects of this EU policy have been Spain and Germany. In contrast, Poland, Sweden and Ireland, which had little previous interaction with Latin America, have developed their current relations with that region virtually as a result of their EU membership. The United Kingdom and France lie in the middle: they have been influential in certain policy-areas and key periods in history, while they have adapted to what is done at the EU level in others. Practitioners, established academic experts as well emerging scholars in the field bring to be bear a novel combination of pioneering research and cutting edge conceptual analysis on this important but neglected area of the EU's foreign relations.
El Índice ofrece datos organizados en ocho factores que enmarcan el concepto de Estado de Derecho: 1) Límites al poder gubernamental, 2) Ausencia de corrupción, 3) Gobierno abierto, 4) Derechos fundamentales, 5) Orden y seguridad, 6) Cumplimiento regulatorio, 7) Justicia civil, y 8) Justicia penal. En conjunto, los resultados del Índice de Estado de Derecho en México 2020-2021 evidencian un estancamiento en el progreso del país hacia un Estado de Derecho robusto, con cambios marginales en los puntajes generales desde la última edición del Índice. Los puntajes de los ocho factores se desagregan en 42 sub-factores, los cuales reflejan las perspectivas y experiencias de más de 25,000 personas en todo el país, más de 2,300 especialistas en justicia civil, justicia penal, justicia laboral y salud pública (a quienes se entrevistó entre julio y octubre de 2020), así como resultados de una multiplicidad de encuestas y bases de datos de otras instituciones reconocidas en estos temas (fuentes terciarias).
