Strategy in the Second Nuclear Age

A “second nuclear age has begun in the post-Cold War world. Created by the expansion of nuclear arsenals and new proliferation in Asia, it has changed the familiar nuclear geometry of the Cold War. Increasing potency of nuclear arsenals in China, India, and Pakistan, the nuclear breakout in North Korea, and the potential for more states to cross the nuclear-weapons threshold from Iran to Japan suggest that the second nuclear age of many competing nuclear powers has the potential to be even less stable than the first. Strategy in the Second Nuclear Age assembles a group of distinguished scholars to grapple with the matter of how the United States, its allies, and its friends must ...

Indo-Russian Military and Nuclear Cooperation

In this book Jerome M. Conley argues that strained Indo-American relations stem from a deep nexus of historical factors. Conley begins his examination of the delicate balance of power in the region by looking back to the Moscow-New Delhi deal during the Cold War. He argues that the dialogue between the United States, India, and Russia that was established during this era has persisted only because of American ambivalence, short-term Indian needs, and Russian economic trends. Consequently, the United States must sow the seeds for long-term trust and cooperation with India to ensure limited and controlled nuclear expansion. This book will appeal to international affairs and security studies scholars, foreign policy historians, and anyone interested in exploring the complexities of regional strategic arms control.

New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened. This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010. The workshop was attended by over 100 international experts from more than 20 countries, and the papers presented here summarize current understanding of, and approaches to, the legal framework for nuclear security and counterterrorism.

Current and Future Challenges for Asian Nonproliferation Export Controls

As Asia develops into a clearly demarcated economic "region," it is confronted by similar export control challenges as those faced in Europe with the advent of the Common Market. As such, a regional system of export control standards and practices emerged as a means to ensure not only economic parity, but regional and international security as well. While not necessarily as advanced in terms of regional identity as the European free trade area, the states of Asia could benefit profitably from a regional approach to export control development and coordination. In addition, the states of Asia could also gain from increased export control cooperation with the United States. As a global leader in nonproliferation, the United States can provide critical assistance to export control development efforts through training and the allocation of other resources. Likewise, the United States should focus its export control outreach efforts to the less developed export control systems in Asia, especially the transshipment countries.

Constructing National Security

Constructing National Security

Jarrod Hayes explores why democracies tend not to use military force against each other. He argues that democratic identity - the shared understanding within democracies of who 'we' are and what 'we' expect from each other - makes it difficult for political leaders to construct external democracies as threats. At the same time, he finds that democratic identity enables political actors to construct external non-democracies as threats. To explore his argument, he looks at US relations with two rising powers: India and China. Through his argument and case studies, Professor Hayes addresses not just the democratic peace but also the larger processes of threat construction in international security, the role of domestic institutions in international relations, and the possibility for conflict between the United States and the world's two most populous countries.

South Asia has become a major center of attention on the world stage with the U.S. military involvement in Afghanistan since 9/11, the ongoing concern over Islamic fundamentalism in Pakistan, and India's emergence as a regional economic power. In addition, the age-old problems of South Asia - mass poverty, poor infrastructure, misgovernance, rampant corruption, political uncertainty, and regional wars - add to the increased interest in the region. Incorporating the most current information available, the expert international contributors to this handbook examine the economies and geo-political developments of India, Pakistan, Afghanistan, Nepal, Bangladesh, Sri Lanka, and Bhutan. They focus on three core areas of importance: trade and development in the post-WTO era of globalization; macroeconomic adjustment and economic growth; and poverty, governance, the war on terror, and social indicators. With its cutting edge analysis, the handbook is an essential reference for all students, researchers, and practitioners dealing with the region.

The relationship of the Nuclear Non-Proliferation Treaty with India has been an interesting subject in the field of security studies. The nuclearisation of India and its subsequent rise are further forcing the world to redefine its relationship with the treaty. However, the international response is quite mixed. The old mindset still thinks that India may join the treaty as a Non-Nuclear Weapon State. Scholars appear divided whether India should join the treaty as a nuclear weapon country. The book discusses current crises of the Nuclear Non-Proliferation Treaty which are going to figure in the 2010 Review Conference of the treaty. This book was published as a special issue of The Strategic Analysis.
