ASEAN-Canada Forum 2008

In November 2008, the Regional Economic Studies Programme of the Institute of Southeast Asian Studies (ISEAS) and the Singapore office of the International Development Research Centre (IDRC) of Canada organised a forum on "Regional Economic Integration - ASEAN and Canadian Perspectives". The forum concluded that fundamentally the ASEAN Free Trade Area (AFTA) and the North American Free Trade Agreement (NAFTA) were two different kinds of agreements. First, while NAFTA focused entirely on trade and investments, the scope of AFTA was much broader, going beyond issues of trade and investments alone. Secondly, NAFTA was a lightly institutionalized regional trade agreement. There was no formal pol...

Energy and Geopolitics in the South China Sea

China has long claimed the ownership of a network of widely-scattered islands and their surrounding waters and resources in the South China Sea. These claims overlap in a substantial way with those of at least three ASEAN countries: Vietnam, the Philippines and Malaysia. To this day, the South China Sea has remained one of the region's most dangerous 'flashpoints'. Despite regional efforts to calm the situation, the complicated nature of the issue continues to challenge regional security. The ASEAN Studies Centre has taken this initiative to host a discussion on "Energy and Geopolitics in South China Sea", with contributions from Michael Richardson and a number of experts in this area to put across their analytical views of the issue.

Economic Integration and the Investment Climates in ASEAN Countries

In November 2008, Center for Asia-Pacific Area Studies (CAPAS), Academia Sinica, Taiwan, the ASEAN Studies Centre (ASC), Institute of Southeast Asian Studies (ISEAS), Singapore, and the Taiwan Institute of Economic Research (TIER) organized a symposium in Taipei on ASEAN-Taiwan economic relations. The symposium concluded that while a free trade agreement between Taiwan and ASEAN was not, for political reasons, possible at the moment, Taiwan businesses could take part in the ASEAN regional integration process. Involvement in ASEANs production chain would give Taiwanese enterprises access to other markets Australia, New Zealand, India, Japan, etc. The symposium also concluded that to strengthen ASEAN-Taiwan relations, a Taiwan-ASEAN business council could be formed among Taiwanese companies doing business in ASEAN. However, ASEAN needed to provide the appropriate environment including schools and medical facilities for Taiwanese investors and managers. Information on ASEAN countries and doing business in them should be readily available, especially in Chinese, as many Taiwanese investors had limited grasp of the English language.

Decentring and Diversifying Southeast Asian Studies

This admirable book contains fascinating autobiographical accounts, by some of Southeast Asia's most eminent scholars, concerning their struggle to find their own voices in interpreting the region to which they belong. The book should be indispensable to anyone interested in thinking about knowledge production and its politics in a postcolonial world. In the views of these scholarly Southeast Asians, we are made to see, in very personal terms, the link between the global crisis in the social sciences and the need to find remedies for it that are neither Eurocentric nor parochially anti-Western. Professor Alexander Woodside Professor of Chinese and Southeast Asian History University of Britis...

The ASEAN Regional Forum

The ASEAN Regional Forum

The ASEAN Regional Forum (ARF) is the only Asia-Pacific-wide forum for consultations and dialogue on political and security issues. Although many articles and books have been published on the ARF, this is one of the few books that treat the forum comprehensively and from the standpoint of the region itself. It traces the ARF's origins, the efforts to move it from confidence building to "preventive diplomacy," and the forces that hold them back, analysing the strategic environment that both constrains the ARF and makes it essential. The book discusses the question of participation, describes the numerous cooperative activities that the participants undertake, and deals with the issue of institutionalization. Finally, it assesses the ARF as a forum and a process on its own terms. The book is written by the former ASEAN Secretary-General and former senior official who was involved in the ARF's early years.

National and Regional Interests in ASEAN

The major issue in the future of ASEAN centres around national versus regional interests. Against a background of the evolution of ASEAN, the national interests of the five partners are identified and their regional interests, as reflected in the Association, are considered. The prospects for ASEAN over its second decade are analysed in terms of competition and cooperation in regional and international politics. Considerable attention in the study is given to the 'Indochinese Connection'.
