Post-16 skills

This inquiry into post-16 skills considers the following areas: the underpinning principles of the Government's Skills Strategy; the recommendations of the Leitch report; supply side issues, i.e. the experiences of those looking for skills training; the development of a so-called 'demand-led' system for skills. Although the Committee commends the Government for its focus on skills it has a number of concerns about the direction of some of the policy. These include questions about whether increasing the stock of qualifications is an accurate indicator of the stock of skills, and that more attention needs to be paid to the employer's requirement for bite-sized learning. The current infrastruct...

National Curriculum

The Committee for Children, Schools and Families recommends major changes to the nature and management of the national curriculum. In its current form the national curriculum essentially accounts for all the available teaching time, and the Committee would like to see a cap placed so that less than half that time is prescribed centrally. A slimmed-down national curriculum designed much more from the learner's perspective, setting out the learning that they have a right to access, is recommended. Parents should be provided with a copy of the national curriculum so that they can take on a greater role in overseeing the curriculum that their child experiences. The Committee is not convinced by ...

Creative partnerships and the curriculum

Since the establishment of the National Curriculum and the National Literacy and Numeracy strategies in 1998 and 1999, concerns have been expressed that creativity and innovative approaches to teaching may have been unintentionally constrained. Creative Partnerships was introduced as a two-year pilot scheme in 2002 in 16 local areas, and then more widely from 2004. The scheme funds creative professionals to go into schools and work in partnership with teachers and students, offers continuing professional development to school staff, and also provides guidance on creativity in relation to wider school improvement. This report focuses predominantly on Creative Partnerships as a scheme. Policy-...

The future sustainability of the higher education sector

The Committee's report examines some international aspects of the higher education (HE) sector, including the importance of collaboration and partnership working with international institutions, particularly in China; the provision of high quality post-graduate education; the benefits of UK students having the opportunity to travel abroad; the division between full-time and part-time students and the need for reform of part-time student funding. The Committee undertook two overseas visits as part of the inquiry: to Australia (Sydney and Canberra), as one of the main alternative destinations to the UK for students from overseas; and to China (Hong Kong, Shanghai and Beijing), as one of the main exporters of students to other HE systems and as a country which is rapidly developing its own HE sector.

Sure Start children's centres

The Committee warns that rushing to judge the worth of Sure Start Children's Centres would be catastrophic and could jeopardise one of the most innovative and ambitious initiatives of the last two decades. The report says Children's Centres are designed to address some of the most entrenched aspects of disadvantage, but the majority have been in place for less than four years. Evaluations of their impact will therefore only be meaningful over the long term. Yielding to short term financial pressure by reducing the number of Centres or pruning the range of services offered would be a mistake, the Committee says. A universal service can ensure that all vulnerable children get the access they n...
