The first part of the book is entitled 'Family, Transition and Ageing' and addresses rapid social and economic changes in China through a kaleidoscope of differential perspectives that focus on how family continues to be an important reference point for the past, present and future institution in the care of older people. The second part of the book focuses on the tangible social forces associated with managing old age: 'Welfare, Consumption and Ageing'. This section is important in locating the structures and agents of power that are relevant to maintaining trust and social relations between older people, the Chinese State and its dualism of state welfare and consumption of welfare.
This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. China has an estimated 120-150 million internal migrants from the countryside living in its cities. These people are the engine that has been driving China's high rate of economic growth. However, until recently, little or no attention has been given to the establishment of a social protection regime for migrant workers. This volume examines the key issues involved in establishing social protection for them, including a critical examination of deficiencies in existing arrangements and an in-depth study of proposals that have been offered for extending social security coverage. China has traditionally been held up around the world as the archetype of centralised governance and a top-down system of public administration. But to what extent does this remain true of modern China? This book provides an updated perspective on modern China through a series of cutting edge, original studies focusing on public administration in China. The book opens with an overview of the key political institutions and the evolution of public administration research in China, followed by two distinct sections. Part I contains studies focusing on power, governance, and administration. Part II focuses on ‘what works’ in solving wicked problems in Chinese society. The volume shows that China has seen some localisation and decentralisation, alongside experiments with collaboration and networked-based policy making. However, the system of governance and public administration remains innately top-down and centralised with the centre holding strong policy levers and control over society. As the pandemic revealed, this statist approach provided both governing opportunities and disadvantages. The chapters in this book were originally published as a special issue of Policy Studies.

The movement of policy is a core feature of contemporary education reform. Many different concepts, including policy transfer, borrowing and lending, travelling, diffusion and mobility, have been deployed to study how and why policy moves across jurisdictions, scales of governance, policy sectors or organisations. However, the underlying theoretical perspectives and the foundational assumptions of different approaches to policy movement remain insufficiently discussed. To address this gap, this book places front and center questions of theory, ontology, epistemology and method related to policy movement. It explores a wide diversity of approaches to help understand the policy movement phenomena, providing a useful guide on global studies in education, as well as insights into the future of this dynamic area of work.
