The focus of the hearing is the relationship between state assistance prorams and the U SDA Food Stamp Program. State assistance can take the form of child care assistance, low income energy assistance, training or educational expenses, handicapped assistance, and clothing vouchers or allowances. USDA began to count state assistance as income to the recipient which caused the reduction in the clients' food stamps.
