Participation as an element of active citizenship in democracies is a key project of international and national educational policy. Institutionalized approaches for compulsory schools provide participatory access to all young European citizens. But does this picture depict the possibilities and practices of participation appropriately? Can this standard approach to participation be translated into action in view of diverse polities, policies, political cultures, institutions and practices of participation? This book explores what prerequisites must be given for a successful implementation of such a comprehensive international project.
This book argues that marketing is inherent in competitive democracy, explaining how we can make the consumer nature of competitive democracy better and more democratic. Margaret Scammell argues that consumer democracy should not be assumed to be inherently antithetical to 'proper' political discourse and debate about the common good. Instead, Scammell argues that we should seek to understand it - to create marketing-literate criticism that can distinguish between democratically good and bad campaigns, and between shallow, cynical packaging and campaigns that at least aspire to be responsive, engender citizen participation, and enable accountability. Further, we can take important lessons from commercial marketing: enjoyment matters; what citizens think and feel matters; and, just as in commercial markets, structure is key - the type of political marketing will be affected by the conditions of competition.
This open access report presents findings from the five Latin American countries that participated in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). ICCS 2016 investigated the ways in which a range of countries are preparing their young people to undertake their roles as citizens during the second decade of the 21st century. The study also responded to new challenges in civic and citizenship education, and its findings allow robust comparisons of lower-secondary students’ attitudes to and perceptions of a wide range of aspects related to civics and citizenship. In the aftermath of the genocide, the Rwandan government has attempted to use the education system in order to sustain peace and shape a new generation of Rwandans. Their hope is to create a generation focused on a unified and patriotic future rather than the ethnically divisive past. Yet, the government’s efforts to manipulate global models around citizenship, human rights, and reconciliation to serve its national goals have had mixed results, with new tensions emerging across social groups. Becoming Rwandan argues that although the Rwandan government utilizes global discourses in national policy documents, the way in which teachers and students engage with these global models distorts the intention of the government, resulting in unintended consequences and undermining a sustainable peace.
This book explores the governance of the UK, and the process of constitutional change, between Scotland’s independence referendum in September 2014 and the UK general election in May 2015. The book contrasts the attitudes of the public, captured through an original survey, with those of politicians, civil servants, and civic leaders, identified through over forty interviews. It pays particular attention to two case studies involving recent changes to the UK’s governing arrangements: the Smith Commission and the transfer of further powers to the Scottish Parliament, and Greater Manchester’s devolution deal that has become a model for devolution across England. It also considers the issue of lowering the voting age to 16, contrasting the political attitudes of younger voters in Scotland with those in the rest of the UK. The book will be of interest to students and scholars of UK politics, devolution, constitutional change, public attitudes, and territorial politics.
How groups of people, from various educational settings worlwide, conduct research together is the subject of this book. Rather than wait for top- down policy changes in education, many practitioners are conducting research in order to implement reform from the bottom-up, the aim of this research being to progress action necessary for educational reform. The authors look at different aspects and the impact of action research on educational reform around the world, including: how do geography and philosophy affect differences on this work worldwide?; what is the political nature of groups currently taking action to improve education?; and what are the tensions between personal and instructional changes that come from participating in action research? The text also considers the effects of action research on changes in the professions including education, social work, nursing and management.

The All-European Study gives a systematic description of Education for Democratic Citizenship (EDC) policies in the Council of Europe member states. Research was conducted in 2002 at national level, involving national EDC co-ordinators, practitioners and other stakeholders. In 2003 a group of experts produced five regional studies that were submitted for consultation to national authorities in member states with a final feedback given at the EDC Policy Seminar held in Strasbourg in September of the same year. The study contains recommendations and examples of good practice in EDC policy implem.
