Agreements concerning inter-institutional rules in the treaties of the European Union often give rise to reactions and processes of adaptation within the EU institutions. Recent literature on EU legislative politics has increasingly examined decision-making within the EU institutions, but has largely overlooked how these internal processes react and adapt to changes in relations between the EU bodies. To fill this gap the authors present a series of empirical studies that examine how shifts in inter-institutional rules and procedures affect intra-institutional politics. They show that the resulting intrainstitutional adaptations may in turn both have distributive consequences and affect the efficiency of the initial inter-institutional reforms. In addition, they provide some stepping stones for theory-building on how treaty reforms affect organizational structure and decision-making within the EU institutions by outlining a series of mediating variables that link these two types of change processes. This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

Since the Third Wave of democratization research on clientelism has experienced a revival. The puzzling persistence of clientelism in new and old democracies inspired researchers to investigate the micro-foundations and causes of this phenomenon. Though the decline of clientelistic practices - such as vote buying and patronage - in democratic contexts has often been predicted, they have proven to be highly adaptive strategies of electoral mobilization and party building. This volume seeks to contribute to this new line of research and develops a theoretical framework to study the consequences of clientelism for democratic governance. Under governance we understand "all processes of governing, whether undertaken by a government, market, or network, whether over a family, tribe, formal or informal organization, or territory, and whether through laws, norms, power or language".
