Chesapeake Bay Program

The Chesapeake Bay Program was created in 1983 when MD, PA, VA, D.C., the Chesapeake Bay Comm., & the EPA agreed to establish a partnership to restore the Chesapeake Bay. Their most recent agreement, Chesapeake 2000,Ó sets out an agenda & 5 broad goals to guide these efforts through 2010 & contains 102 commitments that the partners agreed to accomplish. This report examines: (1) the extent to which appropriate measures for assessing restoration progress have been established; (2) the extent to which current reporting mechanisms clearly & accurately describe the Bay's overall health; (3) how much funding was provided for the effort for FY 1995 through 2004; & (4) how effectively the effort is being managed. Third-Party Governance

Every year thousands of college students apply for and receive federally guaranteed loans to fund their educations in the United States. The loans are managed by nongovernmental entities – Sallie Mae, College Ave Student Loans – that indirectly implement the public goal of affordable higher education. Put another way, the US Department of Education relies on these nongovernmental entities for implementation of public policy via third parties. Where this kind of indirect implementation occurs, and how it differs from direct implementation, is the focus of this book, introducing readers to the theory and practice of third-party governance. It helps students understand market-oriented tools...

Coastal Governance provides a clear overview of how U.S. coasts are currently managed and explores new approaches that could make our shores healthier. Drawing on recent national assessments, Professor Richard Burroughs explains why traditional management techniques have ultimately proved inadequate, leading to polluted waters, declining fisheries, and damaged habitat. He then introduces students to governance frameworks that seek to address these shortcomings by considering natural and human systems holistically. The book considers the ability of sector-based management, spatial management, and ecosystem-based management to solve critical environmental problems. Evaluating governance succes...

Large-Scale Ecosystem Restoration presents case studies of five of the most noteworthy large-scale restoration projects in the United States: Chesapeake Bay, the Everglades, California Bay Delta, the Platte River Basin, and the Upper Mississippi River System. These projects embody current efforts to address ecosystem restoration in an integrative and dynamic manner, at large spatial scale, involving whole (or even multiple) watersheds, and with complex stakeholder and public roles. Representing a variety of geographic regions and project structures, the cases shed light on the central controversies that have marked each project, outlining • the history of the project • the environmental ...
