The first federally funded regional planning initiative in twenty years, the purpose of the Commission was to prepare a ten year economic development plan for the most impoverished region in the United States; a 219 county and parish area consisting of the sections of Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.
