This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.
This study examines the potential for a “federated defense” approach to U.S. action in the Middle East, the constraints to closer military cooperation in the region, and specific capability areas that would benefit from federated defense. Stabilizing the Middle East requires continued attention and investment from the United States and its global allies and partners. Federated defense involves building partner capabilities in a way that shares the burden of providing security in a more effective and efficient manner. Federated defense would, over time, create partner capabilities that augment and complement U.S. capabilities. Doing so requires identifying discrete areas of cooperation between the United States and its allies and partners that would leverage partner capabilities in pursuing common security objectives.

In an era of ever-increasing polarization in the US Congress, American foreign policy remains marked by frequent bipartisanship. In Bipartisanship and US Foreign Policy, Jordan Tama shows that, even as polarization in American politics reaches new heights, Democrats and Republicans in Washington continue to cooperate on important international issues. Looking closely at congressional voting patterns and recent debates over military action, economic sanctions, international trade, and foreign policy spending, Tama reveals that bipartisanship remains surprisingly common when US elected officials turn their attention overseas. Yet bipartisanship today rarely involves complete unity. Instead, bipartisan coalitions spanning members of both parties often coexist with intra-party divisions or disagreement between Congress and the president, making it difficult for the United States to speak with one voice on the global stage. Drawing on new data and interviews of more than 100 foreign policy practitioners, this book documents the persistence of bipartisanship on international issues and highlights key factors that facilitate or impede cooperation on foreign policy challenges.

Providing an original approach to the study of language by linking it to the political and economic contexts of colonialism and capitalism, Heller and McElhinny reinterpret sociolinguistics for a twenty-first-century audience. They map out a critical history of how language serves as a terrain for producing and reproducing social inequalities. The book, organized chronologically, and beginning in the period of colonial expansion in the sixteenth century, covers the development of the modern nation state and then the fascist, communist, and universalist responses to the inequities such nations created. It then moves through the two World Wars and the Cold War that followed, as well as the shift to liberal democracy, the welfare state, and decolonization in the 1960s, ending with the contemporary period, characterized by a globalized economy and neoliberal politics since the 1980s. Throughout, the authors ask how ideas about language get shaped, and by whom, unevenly across sites and periods, offering new perspectives on how to think about language that will both excite and incite further research for years to come.
