The Disabling State of an Active Society
Across the traditional welfare states of Europe, Australia, New Zealand and Canada there has been increasing emphasis on 'activation' by the unemployed as a tool for fighting unemployment. The core idea of activation programmes is the integration and empowerment of jobseekers through active work-related measures rather than passive income support. However, the empirical evidence of the efficacy of activation programmes is far from conclusive and there have been no systematic studies of the effects of activation programmes on the lives of the unemployed people who come into contact with them. This Advisory Council on Science and Technology (ACOST) report considers the whole process of education in science and technology starting in schools and progressing through higher education into employment, recognizing the many interactions between each of these stages. The report argues that science teaching in schools needs to be made more attractive by increasing the numbers of qualified teachers, providing better teaching facilities and greater local flexibility of pay. It also argues for a broadening of post-compulsory education with enhanced status and currency for Advanced Supplementary level qualifications, wider access to higher education and a restructuring of higher education courses in Science and Technology - particularly engineering - to make courses more attractive and relevant.
