Masters of Terror

The terror campaign by pro-Indonesian armed groups before, during, and after East Timor's independence referendum in 1999 was a blatant challenge to the international community as many of the acts of murder, political intimidation, destruction, and mass deportation took place before the eyes of the world. Yet still the ultimate responsibility has been denied and obscured. Masters of Terror provides an authoritative analysis and documentation of the brutal operations carried out by the Indonesian army and its East Timorese allies. The authors carefully assemble detailed accounts of the actions of the major Indonesian officers and East Timorese militia commanders accused of gross human rights violations. This indispensable work explores a horrific frontal attack on democracy and calls for the establishment of an international tribunal for crimes against humanity in East Timor.

Building Back Better: How Big Are Green Spending Multipliers?

This paper provides estimates of output multipliers for spending in clean energy and biodiversity conservation, as well as for spending on non-ecofriendly energy and land use activities. Using a new international dataset, we find that every dollar spent on key carbon-neutral or carbon-sink activities can generate more than a dollar’s worth of economic activity. Although not all green and non-ecofriendly expenditures in the dataset are strictly comparable due to data limitations, estimated multipliers associated with spending on renewable and fossil fuel energy investment are comparable, and the former (1.1-1.5) are larger than the latter (0.5-0.6) with over 90 percent probability. These findings survive several robustness checks and lend support to bottom-up analyses arguing that stabilizing climate and reversing biodiversity loss are not at odds with continuing economic advances.

Organized Crime: Culture, Markets and Policies

Dina Siegel and Hans Nelen The term ‘global organized crime’ has been in use in criminology since the mid 1990s. Even more general and abstract than its daughter-terms (transnational or cross-border organized crime), ‘global organized crime’ seems to embrace the activities of criminal groups and networks all around the planet, leaving no geographical space untouched. The term appears to cover the geographical as well as the historical domain: ‘global’ has taken on the meaning of ‘forever and ever’. Global organized crime is also associatively linked with ‘globalisation’. The social construction of both terms in scientific discourse is in itself an interesting theme. But p...

Corruption in the Global Era

Corruption is a globalising phenomenon. Not only is it rapidly expanding globally but, more significantly, its causes, its means and forms of perpetration and its effects are more and more rooted in the many developments of globalisation. The Panama Papers, the FIFA scandals and the Petrobras case in Brazil are just a few examples of the rapid and alarming globalisation of corrupt practices in recent years. The lack of empirical evidence on corrupt schemes and a still imperfect dialogue between different disciplinary areas and between academic and practitioners hinder our knowledge of corruption as a global phenomenon and slow down the adoption of appropriate policy responses. Corruption in ...
