La obra aborda los cambios constitucionales en materia energética y de telecomunicaciones desde una perspectiva económica. La Constitución de 1917 ha reformado su contenido debido a las exigencias, coyunturas y desarrollo de la sociedad mexicana; es por ello que se analizan tanto las reformas estructurales en materia de competitividad, telecomunicaciones, acceso a la información y energía, así como la reforma de derechos humanos, con el fin de comprender el contexto y los argumentos en materia económica.
