For thirty years, the literature on decision-making and planning has been divided into two camps : work premised on rational models of choice and work designed to discredit such models. The sustained critic of fully rational decision-making theories has al ready a long history and a constant message to deliver : in practice, consequential decision-making hardly fulfills the canons of perfect rationality. When dealing with the design or with the application of any technical system, which is not quite simple and trivial, one has to face to the problem to determine the allowable de viations of the system functions and the optimal vector of system parameter tolerances. The need for the solution of this problem is stimulated with various serious economic and maite nance aspects, between them the tendency to reach the minimal production cost, the maximal system operation reliability are the most frequent. New theoretical developments and numerous industrial applications of Data Analysis and Informatics are presented in this volume. The theoretical results include advances in multiway tables, heterogeneous tables, textual data, validation, stability of methods, robustness and quality of developments. On the strategic level, different styles of data analysis are also shown. Several papers deal with the facilities now available due to the progress made in graphics and artificial intelligence. The industrial applications include scintigraphic image series processing and image improving, VLSI, assistance in survey processing by expert systems, the implementation of production systems, and electrical network planning.

These Proceedings report the scientific results of the Summer Study on Plural Rationality and Interactive Decision Processes orga nized jointly by the System and Decision Sciences Program of the Inter national Institute for Applied Systems Analysis (located in Laxenburg, Austria) and the Hungarian Committee for Applied Systems Analysis. The Study, which was held in Sopron over the period 16-26 Augus·t 1984, had a very special character. Sixty-eight researchers from sixteen coun tr~es participated, most of them contributing papers or experiments. In addition many members of IIASA's Young Scientists Summer Program were present. All of these participants were heavily involved in dis cussions; discussions that were not limited to the allotted time but extended well into the evenings and nights. By design, the Study gathered specialists from many disciplines, from philosophy and cultur al anthropology, through decision theory, game theory and economics, to engineering and applied mathematics. A further element of diversity was the representation of several varieties of culture, from typically Western countries, through Middle and Eastern Europe, to the Far East.
The two volume set LNCS 6443 and LNCS 6444 constitutes the proceedings of the 17th International Conference on Neural Information Processing, ICONIP 2010, held in Sydney, Australia, in November 2010. The 146 regular session papers presented were carefully reviewed and selected from 470 submissions. The papers of part I are organized in topical sections on neurodynamics, computational neuroscience and cognitive science, data and text processing, adaptive algorithms, bio-inspired algorithms, and hierarchical methods. The second volume is structured in topical sections on brain computer interface, kernel methods, computational advance in bioinformatics, self-organizing maps and their applications, machine learning applications to image analysis, and applications.
