El Salvador
This paper discusses El Salvador’s IMF Staff report on Request for Purchase Under the Rapid Financing Instrument (RCI). This assistance is expected to help El Salvador direct funds swiftly to the country’s most affected sectors, including the healthcare system. El Salvador has adopted strict measures to prevent and contain the pandemic since early February—even before the first case was diagnosed—including travel restrictions, mandatory quarantine for exposed citizens, suspension of nonessential public and private sector operations, and a nationwide shelter-in-place order. The authorities’ emergency response also comprises measures to mitigate the economic impact of the pandemic on the population, including through targeted cash transfers to vulnerable households and tax relief in the most affected economic sectors. IMF financing will help preserve fiscal space and catalyze significant funding from other multilateral institutions. The IMF continues to closely monitor El Salvador’s situation and stands ready to provide policy advice and further support as needed.
St. Vincent and the Grenadines
This 2017 Article IV Consultation highlights that growth in St. Vincent and the Grenadines in 2017 is expected to remain relatively flat. The current account deficit is expected to narrow reflecting additional profit repatriation by telecommunication companies. The domestic banking system remains stable, but credit to the private sector has been flat. The fiscal situation is projected to worsen substantially in 2017 owing to a projected decline in tax revenue after exceptional receipts in 2016 and higher outlays for transfers, subsidies and public investment. Growth is expected to pick up to 2.1 percent in 2018 and reach its potential over the medium-term.

Costa Rica
This 2019 Article IV Consultation highlights that Costa Rican government recognizes the challenges and is planning a broad array of measures, although the political and social environment remains difficult. The Consultation focused on policies that would help restore fiscal sustainability, strengthen the inflation targeting framework, enhance resilience of the financial system, and boost potential and inclusive growth. The fiscal reform constitutes a critical step towards restoring fiscal sustainability, but full and timely implementation is key. Further frontloaded fiscal consolidation, based largely on revenue measures, should be implemented to further reduce debt and financing pressures, while taking measures to protect the poor. It is also recommended that monetary policy should continue to remain data dependent and balance downside risks to inflation stemming from slower activity and upside risks to inflation arising from tighter global financial conditions. Structural reforms, including those planned under the Organisation for Economic Co-operation and Development accession process should be implemented to improve competitiveness and foster inclusive growth.
