Borders of Violence and Justice

Brian Behnken offers a sweeping examination of the interactions between Mexican-origin people and law enforcement—both legally codified police agencies and extralegal justice—across the U.S. Southwest (especially Arizona, California, New Mexico, and Texas) from the 1830s to the 1930s. Representing a broad, colonial regime, police agencies and extralegal groups policed and controlled Mexican-origin people to maintain state and racial power in the region, treating Mexicans and Mexican Americans as a “foreign” population that they deemed suspect and undesirable. White Americans justified these perceptions and the acts of violence that they spawned with racist assumptions about the crimi...

Indexes

Indexing A–Z from The Chicago Manual of Style—the undisputed authority for style, usage, and grammar. In this age of searchable text, the need for an index made with human input is sometimes questioned. But a good index can do what a plain search cannot: It gathers all the substantive terms and subjects of the work, sorts them alphabetically, provides cross-references to and from related terms, and includes specific page numbers or other locators or, for electronic formats, direct links to the text. This painstaking intellectual labor serves readers of any longer work, whether it is searchable or not. For searchable texts, an index provides insurance against fruitless queries and uninten...

The military career section provides an overview of the author's life in the United States Air Force in the late l950s and after. The author also shares his ideas for improving our educational system on a nationwide basis. The forms and recommendations for students and parents to use when applying to college and requesting scholarships may be of great value to them. Who Decides the Budget? A Political Economy Analysis of the Budget Process in Latin America

This book presents a new framework for analyzing the political economy of budget processes in Latin America that is based on the following premises: i) the budget process must be considered as part of the overall policymaking process rather than in isolation; ii) budget outcomes cannot be fully explained on the basis of only one or two political or institutional dimensions; iii) actual practices must be considered as well as formal rules; iv) budget processes affect dimensions of fiscal outcomes besides fiscal sustainability, particularly efficiency, adaptability, and representativeness; v) political actors and their incentives must be considered at different stages of the policymaking process and in different institutional contexts. Case studies are presented for eight countries in the region, and a final chapter presents conclusions and suggestions for further research.
