Der weite Weg zum Bürgergeld
Der Open-Access Band diskutiert das neue Bürgergeld in seiner sozialpolitischen Geschichte und Bedeutung. Das seit 2023 in Deutschland geltende „Bürgergeld“ sollte die unbeliebte Sozialleistung „Hartz 4“ ablösen, zugleich aber auch (noch) kein „Grundeinkommen“ sein. Es war ein weiter Weg zum Bürgergeld, und für viele Menschen ist der Weg zum Bürgergeld noch weit. Der Band nimmt zugleich das Problem der Nichtinanspruchnahme in den Blick. Denn bei bedürftigkeitsgeprüften Sozialleistungen gilt mehr als für andere Leistungen: Es ist ein weiter Weg vom individuellen Anspruch bis zum Leistungsbezug. Die Beiträge gehen damit auch der Frage nach, warum so viele Menschen auf ihren sozialrechtlichen Anspruch verzichten und ob sich durch das Bürgergeld etwas an diesem Sachverhalt ändern kann. Die Beiträge verbinden Wissenschaft, Praxis und Politik mit dem Ziel, das Bürgerrecht auf das Bürgergeld auch zu einer Aufgabe der Sozialen Arbeit werden zu lassen.

A Literary Occupation
Pax in Bello, peace in the midst of war, was the motto one writer chose to signify the private dilemma: how could the humanist, clad in the uniform of the occupier, write of liberal values, see with a liberal eye – and publish, or hope to? From the armistice peace of occupied France, from the partisan war and incipient civil war of Greece, from the all-out warfare in southern Russia, came writing that revealed not just the everyday split consciousness resulting from the overlay of Nazi ideology, but writing also that circumvented and in places subverted the propaganda imperative which then governed everything in print. For a European community that now sees itself as exemplar and upholder of liberal democratic values, the study of that first great test of modern liberal conscience is instructive. Some essayed the test in the craft of writing, and came away with some honour. Their works are examined in this book.

Heinz Pürer und Johannes Raabe geben einen Überblick über Entwicklung und Struktur der deutschen Presse von ihren Anfängen bis zur unmittelbaren Gegenwart. Eine kompakt gehaltene Darstellung der Pressegeschichte des 15. bis 20. Jahrhunderts mündet in einen Abschnitt zum Nationalsozialismus. Der Schwerpunkt des Buches liegt aber auf den Entwicklungen der Presse seit 1945. Dabei erläutern die Autoren auch die ökonomischen Grundlagen und politisch-rechtlichen Rahmenbedingungen der Printmedien. Ein eigener Abschnitt ist dem Pressewesen der DDR und dessen Neustrukturierung im Kontext der deutschen Wiedervereinigung gewidmet. Schließlich werden die gegenwärtigen Strukturen der Presse detailliert nachgezeichnet und aktuelle Herausforderungen für Zeitungen, Zeitschriften und Online-Zeitungen diskutiert. Heinz Pürer ist Professor für Kommunikationswissenschaft an der Universität München.
