US Public Diplomacy Strategies in Latin America During the Sixties

This book seeks to address US public diplomacy strategies in Latin America, of particular importance during the 1960s when the leadership of the United States had been questioned after the Cuban Revolution. The implicit mandate was "No more Cubas" so that what happened in the Caribbean country would not spread to other countries. When the post-war relationship between Spain and America began, Hitler's old ally was an unlikely candidate for US influence. The Cold War changed all this. Soon there were US bases on Spanish territory and a political conjuring trick was under way. This volume examines the public diplomacy strategies that the US government employed to accomplish an almost impossible mission: to keep a warm relationship with a tyrant without drifting apart from his opponents, and to somehow pave the way for a transition to democracy. The book's focus on the perspective of soft power breaks new ground in understanding US-Spanish relations. In so doing, it offers valuable lessons for understanding how public diplomacy has functioned in the past and can function today and tomorrow in transitions to democracy.

The two volume set LNCS 11486 and 11487 constitutes the proceedings of the International Work-Conference on the Interplay Between Natural and Artificial Computation, IWINAC 2019, held in Almería, Spain,, in June 2019. The total of 103 contributions was carefully reviewed and selected from 190 submissions during two rounds of reviewing and improvement. The papers are organized in two volumes, one on understanding the brain function and emotions, addressing topics such as new tools for analyzing neural data, or detection emotional states, or interfacing with physical systems. The second volume deals with bioinspired systems and biomedical applications to machine learning and contains papers related bioinspired programming strategies and all the contributions oriented to the computational solutions to engineering problems in different applications domains, as biomedical systems, or big data solutions.
