The main role of the Chief Surveillance Commissioner is to review and inspect the covert surveillance activities conducted by UK public authorities and law enforcement agencies. This is the third combined report to the Prime Minister and the Scottish Executive (under part III of the Police Act 1997, as well as the Regulation of Investigatory Powers Act 2000 and the Regulation of Investigatory Powers (Scotland) Act 2000) which covers the period April 2001 to March 2002.
