Past NATO enlargement helped create a Europe whole, free, and at peace, but future enlargement, should it occur, faces a hostile and militarily revitalized Russia. This report examines the military requirements and resulting budget costs of extending NATO’s Article 5 commitment to countries such as Ukraine, Georgia, or Bosnia-Herzegovina, which are actively seeking NATO membership, and Sweden and Finland, about which there has been analysis and speculation about membership. Costs to the United States range from $11 billion per year to defend Ukraine to half a billion dollars or less to defend Sweden. The project recommends that NATO incorporate force requirements and cost considerations into its future decisionmaking.
The emergence, execution and evolution of new modes of governance across several policy fields - and encompassing all three pillars of the European Union - are mapped, analyzed and evaluated. In particular, the expert contributors focus on the ways in which these innovative mechanisms and practices interrelate, how they relate to ?old' methods of governance, and what their implications are both for the effectiveness and efficiency of policymaking. Conclusions are drawn in the form of an integrated new framework that explains the dynamics of EU governance with an ?integrative spiral' driven by the interrelation between the legal and the living architecture of the EU. Who shapes the European Union’s policy towards Latin America? How has this EU policy modified individual member states’ relations with the region? This book provides a comparative account of seven member states’ bilateral links with Latin America since 1945, in the context of their EU membership and based on the concept of ‘Europeanization’. It illustrates how and why the main architects of this EU policy have been Spain and Germany. In contrast, Poland, Sweden and Ireland, which had little previous interaction with Latin America, have developed their current relations with that region virtually as a result of their EU membership. The United Kingdom and France lie in the middle: they have been influential in certain policy-areas and key periods in history, while they have adapted to what is done at the EU level in others.
