The Political Economy of Environmental Justice

The Political Economy of Environmental Justice

The environmental justice literature convincingly shows that poor people and minorities live in more polluted neighborhoods than do other groups. These findings have sparked a broad activist movement, numerous local lawsuits, and several federal policy reforms. Despite the importance of environmental justice, the topic has received little attention from economists. And yet, economists have much to contribute, as several explanations for the correlation between pollution and marginalized citizens rely on market mechanisms. Understanding the role of these mechanisms is crucial to designing policy remedies, for each lends itself to a different interpretation to the locus of injustices. Moreover, the different mechanisms have varied implications for the efficacy of policy responses—and who gains and loses from them. In the first book-length examination of environmental justice from the perspective of economics, a cast of top contributors evaluates why underprivileged citizens are overexposed to toxic environments and what policy can do to help. While the text engages economic methods, it is written for an interdisciplinary audience.

Pricing the Priceless

While large literatures have separately examined the history of the environmental movement, government planning, and modern economics, Pricing the Priceless triangulates on all three. Offering the first book-length study of the history of modern environmental economics, it uncovers the unlikely role economists played in developing tools and instruments in support of environmental preservation. While economists were, and still are, seen as scientists who argue in favour of extracting natural resources, H. Spencer Banzhaf shows how some economists by the 1960s turned tools and theories used in defense of development into arguments in defense of the environment. Engaging with widely recognized names, such as John Muir, and major environmental disasters such as the Exxon Valdez oil spill, he offers a detailed examination of the environment, and explains how economics came to enter the field in a new way that made it possible to be "on the side" of the environment.

Environmental Policy Analysis with Limited Information

The transfer process, a technique used in analysis by government agencies to assess environmental regulatory policy, adapts information and data from existing studies and so provides an economical way to assess potential benefits and costs for projects. This book presents the framework for examining the transfer of information, introduces methodology that refines this process, outlines the basic steps of the method, and discusses solutions to frequently encountered problems. An extended case study of environmental externalities from electricity generation illustrates the method's use. Annotation copyrighted by Book News, Inc., Portland, OR

Environmental Racism and Classism

Flint’s water supply tainted with lead. Chicago’s toxic “donut.” Louisiana’s “cancer alley.” Corporate waste poisoning developing nations. These are all examples of environmental racism. Readers of this compelling anthology will be awakened to many examples of poor and minority communities that suffer physically, emotionally, and financially from living in a toxic environment. With no political clout and few available resources, these victims find themselves abandoned by the environmental movement and bullied by environmental policies. The burgeoning environmental justice movement argues that environmental protection is a basic right. After reading the informative viewpoints in this volume, students will come to their own conclusions.

As the study of environmental policy and justice becomes increasingly significant in today’s global climate, standard statistical approaches to gathering data have become less helpful at generating new insights and possibilities. None of the conventional frameworks easily allow for the empirical modeling of the interactions of all the actors involved, or for the emergence of outcomes unintended by the actors. The existing frameworks account for the "what," but not for the "why." Heather E. Campbell, Yushim Kim, and Adam Eckerd bring an innovative perspective to environmental justice research. Their approach adjusts the narrower questions often asked in the study of environmental justice, e...

The expert contributors provide insights into the state of the art across the spectrum of both revealed and stated preference methods and highlight new directions being taken. Prices constantly move up and down in response to changes in the supply of and demand for goods. But they are also affected by the amount of money and credit that consumers can command.
