Since the early 1990s, there has been a clear evolution in the military dimension of Japanese diplomacy. From Gulf War I in 1991 to the present day, an incremental but unmistakable acceptance of, and resort to, military dispatches has taken place, and yet crucially, Japan has not morphed into a traditional military power. Exploring Japan’s involvement in both Afghanistan and Iraq, this book examines the evolution and nature of the new civil-military dimension in Japanese foreign policy. It shows how foreign aid, Japan’s traditional non-military diplomatic tool, was merged with the operations of the Japanese Self-Defense Force in Iraq and the activities of NATO-ISAF forces in Afghanistan,...

NATO, Security and Risk Management

This new volume explores the crisis in transatlantic relations and analyses the role of NATO following the collapse of the Soviet Union. The book offers a unified theory of cooperation in the new security paradigm to explain the current state of transatlantic relations and NATO’s failure to adequately transform itself into a security institution for the 21st century. It argues that a new preoccupation with risk filled the vacuum left by the collapse of the Soviet Union, and uses the literature of the Risk Society to analyse the strained politics of the North Atlantic community. Using case studies to show how the West has pursued a strategy of risk management, and the effect this has had on NATO’s politics, the book argues that a better understanding of how risk affects Western political cohesion will allow policy makers a way of adapting the structure of NATO to make it more effective as a tool for security. Having analysed NATO’s recent failings, the book offers a theory for the way in which it can become an active risk manager, through the replacement of its established structure by smaller, ad hoc groupings.

The Politics of German Defence and Security

The post-Cold War era has witnessed a dramatic transformation in the German political consensus about the legitimacy of the use of force. However, in comparison with its EU and NATO partners, Germany has been reticent to transform its military to meet the challenges of the contemporary security environment. Until 2003 territorial defence rather than crisis-management remained the armed forces' core role and the Bundeswehr continues to retain conscription. The book argues that 'strategic culture' provides only a partial explanation of German military reform. It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact o...

The European Security Forum brings together senior officials and experts from EU and Euro-Atlantic Partnership countries, including the United States and Russia, to discuss security issues of strategic importance to Europe. Now in its sixth year of operation, the Forum is jointly directed by the Centre for European Policy Studies (CEPS), the Geneva Centre for the Democratic Control of Armed Forces (DCAF), and the International Institute for Strategic Studies (IISS) in London. The ambition of this fourth annual volume of Readings in European Security is to serve as a prism through which the EU's external relations and security can be assessed, with contributions from its American and Russian partners. The book contains the complete set of working papers presented and discussed from January through December 2006. During this period, international experts tackled highly topical strategic issues ranging from the security of energy supplies in Europe to Ukraine's strategic security to Islamic extremism in Europe to the strategic implications of the failed EU Constitutional Treaty.
