Foreign Policy has been crucial to the UAE, ever since its birth in 1971 following Britain's decision to withdraw from the Gulf. How is the federation's foreign policy formulated? What are the internal and external pressures which shape it? How can a small Gulf state survive in the modern world? Dr Hassan Hamdan al-Alkim, himself a UAE national, has not only studied the Emirates' policy-making process in depth. He has also interviewed some of those closely involved in it. His detailed and fully documented study outlines the origins of the UAE and describes the evolution of its policies towards its neighbours, the wider Arab world, and the big powers. Three illuminating case-studies examine relations with Saudi Arabia and Iran, and the UAE's attitude towards the Palestine question.

The Arab world's strategic location and its considerable material and human potential should allow it to play a major role in world affairs. However, in addition to sharing language, culture and history, Arab states also face common challenges: authoritarian regimes, ethnic and social cleavages, economic underdevelopment, and the need for security from the West. Hassan Hamdan al-Alkim examines the dynami of Arab foreign policy-making in the twenty-first century, taking account of the current political developments in the Arab world since January 2011. Through an insightful analysis of pivotal issues such as the Middle East Peace Process, the food and water crisis and Saudi Arabia's foreign p...

Security in the Gulf: Historical Legacies and Future Prospects

This book examines Gulf Security in a holistic way seeing past the narrow military aspect and also trying to debunk the conventional narratives propagated by regional and external actors. In particular, the emphasis is be on the historical legacy of Gulf security and the fundamental domestic and international vulnerabilities of the various states in the region. This approach proves important in light of the recent efforts by Gulf states to recast their position in the international arena trying to peddle an image of self-assertiveness and autonomy in the security sphere. These new diplomatic stances do not seem to be borne out by their current security policies that are marked by apparent continuity with past practices. In particular, the new Gulf-Asia nexus and the claims by Gulf monarchies that regional confidence building measures are appearing on the horizon are placed under critical scrutiny. This is done by a sobering examination of the balance of threat in the region, the historical amity/enmity patterns and the evolving American stance. A shorter, modified version of this book was previously published as a special issue of the British Journal of Middle Eastern Studies.

From Alliance to Union

After the conservative Arab Gulf Monarchies - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE) - joined forces on 25 May 1981 within the Gulf Co-operation Council (GCC), few fathomed that security requirements on and around the Arabian Peninsula would be so precarious and for so long. To answer their search for permanent stability, Arab Gulf rulers erected a regional alliance that sought to integrate internal and regional defences, as well as strengthen their existing socio-economic ties. Several of the monarchies even hoped that co-ordination on foreign policy issues over which near unanimity existed could, eventually, lead to a full-fledged union as envisaged i...

Getting Ready for Nuclear-Ready Iran

Little more than a year ago, the Nonproliferation Policy Education Center (NPEC) completed its initial analysis of Iran's nuclear program, Checking Iran's Nuclear Ambitions. Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into f...

The Muslim Brotherhood in the United Arab Emirates: Miscalculations

Throughout history, religious groups, such as the Muslim Brotherhood, have risen in popularity during times of crises in countries all over the world – much like conservative political parties. In this context, pure Islam, based on worship, respect, principles of religion and countering idolatry, must be differentiated from the religion promoted by groups like the Muslim Brotherhood. The group attempts to exploit religion to serve its own interests and to seize power. The Brotherhood’s goals may be fixed, but their interests are subject to change. The issue for religious groups like the Muslim Brotherhood is their belief that any criticism of them is also a criticism of religion, despite...

South Asians constitute the largest expatriate population in the Gulf Cooperation Council (GCC) countries. Their contribution in the socio-economic, technological and educational development of GCC nations is immense. This book offers one of the first systematic analysis of South Asia–Gulf migration dynamics and its varied impact on countries such as India, Nepal, Bangladesh, Pakistan and Sri Lanka. It deals with public policy, socio-economic mobility, remittance policy, global financial crisis and labour issues. Bringing together essays from contributors from around the world, the volume reveals not only the multi-dimensionality of the migration process between the two regions, but also the diversity and the underlying unity of the South Asian countries. This book will be invaluable to scholars and students of migration studies, development studies and sociology as well as policy-makers, administrators, academics, and non-governmental organisations in the field.
