"Was bedeuten Reste der akademischen Freiheit", fragt der Bildungswissenschaftler Manfred Heinemann, "wenn die Handlungsebenen in der Institution und ihren Subeinheiten sich in einer parteilichen, sogar staatlich gesicherten Zwangsumklammerung verlieren? Was bedeuten hierbei die Hochschulreformen? Sind sie Auflösung von Hochschulkrisen, wie sie als Reflex von außen in den Staatsapparaten, Führungsebenen und dem Zentralkomitee der Staatspartei auf dem Weg zum Kommunismus gesehen und gehandhabt wurden?" Der Autor gibt Antworten aus dem Leben der 1953 gegründeten Hochschule für Elektrotechnik, die, und so lautet ein beliebtes Narrativ, im relativen Windschatten der SED ihren Kurs verfolgen konnte. Dieses Narrativ ist falsifiziert. Dabei erwiesen sich drei Phänomene von Festigkeit: der chronische Ressourcenmangel, der staatlich-normative Druck auf alle Kernbelange der Hochschule und der hohe Stellenwert der kommunistischen Erziehung. Dennoch war ihre Leistungsbilanz beeindruckend, besaß sie mit sechs Herausstellungsmerkmalen gar einen vorderen Platz in der Hochschullandschaft der DDR.
