The European Community and the Security Dilemma, 1979–92
This book shows how the relationship between security and integration in Western Europe depends upon an enduring implicit bargain between the US and its European allies. Despite internal and external pressures to develop a European security and defence identity distinct from NATO in the 1980s and 1990s, EC member states have consistently rejected supranational integration in the areas of security and defence. Despite considerable European dissatisfaction with American leadership of NATO, Europe has continued to accept that leadership even after the end of the Cold War and the signing of the Maastricht Treaty.

The United States, Norway and the Cold War, 1954–60
This study examines Norway's place in the strategic policies of the Eisenhower administration. It is concerned, above all, with the operational level of American policy as expressed through the activities and war plans of government agencies and armed services. It sheds new light on US intelligence activities and cooperation with Norway and Nordic countries (including the U-2 incident); the evolution of US forward maritime strategy in the Atlantic; and on planning for strategic air operations in the event of war.

The Economics of International Payments Unions and Clearing Houses
International payments unions and clearing houses have been employed by 88 countries in Europe, Asia, Africa, Latin America and the Caribbean to liberalise regional trade and payments during the past 50 years. Yet, their impact on participating countries has not been well understood. When the republics of the former Soviet Union were deciding on new monetary regimes, many economists proposed a payments union but could not estimate its potential benefits or risks. This book presents the first fully articulated theory of international payments unions and clearing houses in order to answer the questions: When should a country choose to participate in a payments union? What benefits and costs have actually resulted from existing and past clearing houses? When should countries in a clearing house seek to form a payments union?
