Policy measures to compensate for increasing costs of energy
Available online: https://pub.norden.org/temanord2024-517/ The Nordic region's climate change goals are challenged by significant energy price hikes from 2021 to 2023. Nordic governments implemented various price compensation measures, but their impact on social-, climate-, and environmental goals remains uncertain. The impact evaluation presented in this report highlights that the Nordic measures were characterised by diverse designs, rapid yet problematic implementation, and limited redistribution to low-income households. Several measures discouraged effective resource allocation and emission reduction. To reduce the risk of conflict between compensation measures and climate change policy it is important that measures are understood as temporary. Measures that utilise flat rate or regressive patterns for transfer of funds, and that decouple funds from current consumption, should have been more effective that most of the measures utilised.
Dynamics, Silviculture and Management of Mixed Forests
The capacity of mixed forests to mitigate climate change effects by increasing resilience and lowering risks is pinpointed as an opportunity to highlight the role of tree species rich forests as part of complex socio-ecological systems. This book updates and presents the state-of-the-art of mixed forest performance in terms of regeneration, growth, yield and delivery of ecosystem services. Examples from more than 20 countries in Europe, North Africa and South America provide insights on the interplay between structure and functionining, stability, silviculture and optimization of management of this type of forests. The book also analyses the role of natural mixed forests and mixed plantations in the delivery of ecosystem services and the best modelling strategy to study mixed forest dynamics. The book is intended to serve as a reference tool for students, researchers and professionals concerned about the management of mixed forests in a context of social and environmental change.
Nordic fisheries and aquaculture
This report contributes to the understanding of how the the socio-economic contribution of Nordic fisheries/aquaculture are affected by the environment and environmental management, with focus on nitrogen. The report contains two case studies of how the socio-economic contribution of Danish/Swedish cod fishery in the Western Baltic Sea are affected by the nitrogen in the sea, and on how salmon growth rates in aquaculture in the Bokna Fiord are affected by nitrogen concentration. A Nordic workshop was held with the title: Fisheries, aquaculture and the marine environment: Environmental challenges and regulation, with focus on nitrogen. The finding of the case studies was presented at the workshop, together with presentations made by invited speakers on the role of nutrients and their management for Nordic fisheries/aquaculture. The discussion at the workshop is summarized in this report.
