Lee Jong-Seok served as vice-secretary of South Korea's National Security Council and as its unification minister under the Roh Moo-Hyun administration (2003-08). After Roh's tragic death in 2009, Lee resolved to present a record of the so-called participatory government's achievements and failures in the realm of unification, foreign affairs, and national security. Peace on a Knife's Edge is the translation of Lee's 2014 account of Roh's efforts to bring peace to the Korean Peninsula in the face of opposition at home from conservative forces and abroad from the Bush administration's hard stances of "tailored containment" and its declaration of the North as part of the "axis of evil." Understanding Kim Jong-un's North Korea
This ambitious book is constructed to provide the reader with unusually broad and deep insight into North Korea, illustrating how the Kim Jong-un regime calculates, balances, and addresses the various key policy challenges it faces. This will be accomplished through the extensive experience of the authors—Korean, European, and American—in North Korea and with North Koreans. There is no substitute for such direct experience in order to address the numerous myths and misconceptions that have grown up and persisted over the years about how the North functions, and how it perceives the world. Moreover, the usual focus on a single issue—for example, just nuclear or just economic matters—fails to provide a sense of how important the inter-relationship of these separate parts is in understanding the whole. The experience brought to bear in the book and the breadth of coverage provides badly needed, critical insights about North Korea at time when policy in Seoul and Washington toward the North is at a crucial hinge point.
North Korea’s Foreign Policy
Since Kim Jong-un’s assumption of power in December 2011, North Korea has undergone expanded nuclear development, political isolation, and economic stagnation. Kim’s early prioritization of the byungjin policy, simultaneous economic and military or nuclear development, highlighted his goal of transforming North Korea’s domestic economic circumstances and strengthening its position in the world as a nuclear state. The central dilemma shaping Kim Jong-un’s foreign policy throughout his first decade in power revolves around ensuring North Korea’s prosperity and security while sustaining the political isolation and control necessary for regime survival. In order to evaluate North Korea’s foreign policy under Kim, this volume will examine the impact of domestic factors that have influenced the formation and implementation of Kim’s foreign policy, Kim’s distinctive use of summitry and effectiveness of such meetings as an instrument by which to attain foreign policy goals, and the impact of international responses to North Korea’s pursuit of nuclear capabilities on North Korea’s foreign policy.
