A través del Tratado anglo-cubano de 1905, expresión de "la pugna sorda entre los Estados Unidos e Inglaterra por los mercados latinoamericanos", se analizan las contradicciones entre ambas potencias en relación con Cuba, y las posiciones de su gobierno en el diseño de la política exterior, en los albores de la República recién estrenada bajo la influencia de la Enmienda Platt, el Tratado de Reciprocidad Comercial y la política del Gran Garrote. Mediante estos hechos, el autor nos muestra la sumisión política y económica en que se encontraba el país en aquella época.

Las diferentes naciones del mundo no coexisten aisladas unas de otras. Sus vínculos pueden ser comerciales, económicos, históricos e incluso meramente geográficos. Cuba y República Dominicana no son una excepción, máxime cuando ambas se circunscriben al espacio latinoamericano y, más específicamente, al caribeño. En estos pueblos subyugados por políticos oportunistas el espíritu de libertad y solidaridad no deja de resurgir. Es así que este texto pone de relieve la ayuda entre ambas naciones frente a la hostilidad del imperialismo y los regímenes de fuerza implantados a lo largo de la historia en los países latinoamericanos, en medio de un contexto difícil: fin de la Segunda Guerra Mundial, con las carencias que implicó; con una política de Guerra Fría por los Estados Unidos que cercenaba toda posibilidad de recuperación; y, desde dentro, ambos pueblos oprimidos por el propio imperio del Norte.

Beginning with volume 41 (1979), the University of Texas Press became the publisher of the Handbook of Latin American Studies, the most comprehensive annual bibliography in the field. Compiled by the Hispanic Division of the Library of Congress and annotated by a corps of more than 130 specialists in various disciplines, the Handbook alternates from year to year between social sciences and humanities. The Handbook annotates works on Mexico, Central America, the Caribbean and the Guianas, Spanish South America, and Brazil, as well as materials covering Latin America as a whole. Most of the subsections are preceded by introductory essays that serve as biannual evaluations of the literature and research under way in specialized areas.
