Z artykuł red. Jerzego Kwaśniewskiego "W 1928 r. Florian Znaniecki postulował utworzenie w Polsce instytutu socjologii stosowanej: uważał, że socjologia ma największe walory praktycznej przydatności, także dla polityk publicznych, dla projektowania rozwiązań problemów społecznych. W pewnym sensie postulat Znanieckiego urzeczywistniony został w 1972 roku przez powołanie w Uniwersytecie Warszawskim, z inicjatywy Adama Podgóreckiego, Czesława Czapówa i Marii Łoś oraz Sekcji Socjotechniki Polskiego Towarzystwa Socjologicznego, pozawydziałowego Instytutu Profilaktyki Społecznej i Resocjalizacji, którego zadaniem miało być prowadzenie badań i sporządzanie ekspertyz problemów społecznych dla potrzeb polityki ich rozwiązywania, realizowanej przez resorty: zdrowia, opieki społecznej, pracy i polityki socjalnej, sprawiedliwości, oświaty i wychowania oraz spraw wewnętrznych. Jednocześnie IPSiR miał kształcić wysokokwalifikowane kadry specjalistów w obszarze nauk o polityce rozwiązywania problemów społecznych, przeciwdziałania patologii społecznej i patologii instytucji."
